The purpose of this study was to determine (a) individual student achievement, (b) teacher mobility rates, (c) perceptions of safety at school, and (d) student enrollment patterns, over time, in two recently renovated, same city, urban, No Child Left Behind compliant, Title I elementary school buildings located in close proximity neighborhoods one with improving the other with declining economic conditions. Test accommodations are designed to ensure the comparability of test scores between students and their typically developing counterparts by eliminating as much construct-irrelevant variance and construct-irrelevant difficulty as possible. Although those involved in test creation endeavor to create tests with suitable accommodations for students with disabilities, there is lack of consensus regarding accommodation efficacy. Using meta-analysis and meta-regression to summarize previous research, this study examined whether test accommodations differentially boost test scores of students with disabilities, and whether accommodated conditions provided a more effective and valid assessment of students with disabilities. Effective practices in student data collection and implementation of data-based instructional decisions are needed for all educators, but are especially important when students have severe intellectual and develop- mental disabilities. Although research in the area of data-based instructional decisions for students with severe disabilities shows benefits for using data, there is limited research to demonstrate teachers in applied settings can acquire the decision-making skills required. The purpose of this research was to demonstrate how teachers from five states acquired a set of data-based decisions implementation guidelines through online professional development. Recommendations for practice and future research are included.

The purpose of this study was to describe the current status of students with special needs in the instrumental musical ensemble and to examine the effect of selected educator and institutional variables on rates of inclusion. An online survey was designed by the researcher and distributed electronically to 600 practicing K-12 instrumental music educators in the states of Idaho, Mississippi, Nebraska, Nevada, New Mexico, and Rhode Island. Shared practice in schools has emerged; teachers are moving from isolation to team collaboration where personality traits could be related to quality interactions. Team personality traits and team satisfaction were examined. A survey and interview approach was used for N = 244 full-time teachers from N = 49 interdisciplinary teams at N = 7 middle schools. Descriptive, correlational, multiple regression analyses and coded themes about team members’ personalities and interactions were employed. No significant relationships were found between the BFI traits and Satisfaction with the Team. This study investigated whether the Transition Outcomes Project used in Michigan resulted in improved compliance with the transition components required by the Individuals with Disabilities Education Act of 1997 (IDEA 1997) and interviewed staff who have implemented this model to identify their perceptions ofhow it affected the transition planning process for students with disabilities. The study used qualitative and quantitative measures. The quantitative measures studied the effectiveness of the model, while the qualitative measures investigated the perceptions of the school personnel who implemented the model in their district.

This opinion paper critically examines the use of high-stakes testing on special populations. Without appropriate accommodations, standardized exams are not valid for some students with special needs. Unfortunately, many classroom teachers who must initiate testing accommodations lack knowledge of appropriate accommodations and regularly fail to provide the necessary testing accommodations. The deficit understanding of testing accommodations makes comparisons between classrooms, schools, and districts invalid since some scores loose validity. Solutions specific to standardized testing and students with special needs are offered and a more encompassing solution to the problems incurred from these tests when used for high-stakes is suggested.

The successful employment of moderately retarded students is dependent upon an educational program which is focused upon employment as an expected outcome. The purpose of this study was to examine the relative frequency that work-related skills deemed critical by employers appear on the exiting Individualized Education Plans (lEPs) of moderately retarded students (i.e., those labeled trainable mentally impaired students [TMI] in the state of Michigan).

At present Michigan has 529 school districts varying in size from 75 to 200,000 students. Due to the large variation in number of students in districts, it is very difficult to achieve equity. This paper gives a description of the "Occupational Versatility Program" as implemented into the Industrial Education Program at Jason Lee Junior High School. The program studied was a new industrial arts curriculum replacing the traditional industrial arts program. A description of the program was given as well as the problems encountered in the organization and operation of the program.

Recommendations for implementation of the program for other schools were included. Some suggestions for further research were also given.
