Even though language-program evaluations provide educators with various types of information on teaching practices and the programs in which they work, insufficient literature discusses issues related to language-program evaluation. This mixed-methods study examined the effectiveness of a Japanese-language program offered at a government-sponsored Institute located in northern California on language-program evaluation and developing communicative competence at postsecondary schools.
Data comprised two sets of surveys, six individual interviews, and one group interview. Survey respondents were 35 former students of the institute and 12 Japanese instructors who are currently teaching Japanese or have taught Japanese at the Institute. Of the 35 students, …

Various researchers in second language acquisition have argued for the effectiveness of immediate rather than delayed feedback. In writing, truly immediate feedback is impractical, but computer-assisted feedback provides a quick way of providing feedback that also reduces the teacher’s workload. We explored the accuracy of feedback from Criterion®, a program developed by Educational Testing Service, and students’ responses to it. Thirty-two students received feedback from Criterion on four essays throughout a semester, with 16 receiving the feedback immediately and 16 receiving it several days after writing their essays. Results indicated that 75% of the error codes were correct, but that …

This study analyzed English language learner (ELL) performance on the June 2012 Biology MCAS, namely on item attributes of domain, cognitive skill, and linguistic complexity. It examined the impact of English proficiency, Latinate first language, first language orthography, and late-entry ELL status. The results indicated that English proficiency was a strong predictor of performance and that ELLs at higher levels of English proficiency overwhelmingly passed. The results further indicated that English proficiency introduced a construct-irrelevant variance on the Biology MCAS and raised validity issues for using this assessment at lower levels of English proficiency. English Language Learners (ELL) are struggling to develop literacy skills in social studies classes at the high school level in conjunction with the transition to Common Core State Standards (CCSS) and assessment. The researcher conducted a qualitative teacher action research study. Participants included freshman high school students in mainstream, college preparatory, World Cultures classes in an affluent, suburban, public school district in California.

The purpose of this study was to investigate the perceptions of administrators, guidance counselors, and classroom teachers in the high schools of Northeast Tennessee regarding their schools’ academics, climate, culture, parent engagement, and their English Language Learners’ school experiences. The researcher sought to ascertain if significant differences exist between the perceptions of different groups of educational professionals in the school, with those groups to include school administrators, guidance counselors, and classroom teachers. The purpose of this study was to determine the long-term impact of the Summer Workshop for English Teachers. Moving beyond participant satisfaction surveys and even measures of participant learning outcomes, this project sought to describe the ways that teachers implemented their program training after returning to Mexico and what affect that had in their classrooms, their schools, and the wider English-teaching community. I surveyed 203 former Summer Workshop participants and conducted focus group interviews with 18 more who attended the professional development training at a U.S. host institution between 2002 and 2013. The ELL population in the United States continues to increase. Research suggests that the English language proficiency growth rates for numerous ELL students are strongly correlated with their English language proficiency levels (Cook & Zhao, 2011; Conger, 2008). The results of Conger’s 2008 study suggested that just over fifty percent of students gained English language proficiency after three years. According to the same study, the students that did not typically gain English language proficiency were students who entered public schools older and with a lower English language proficiency level. This paper presents a review of the literature pertaining to the teacher actions that influence Aboriginal and/or Torres Strait Islander student learning outcomes. This review investigates two foci: the identification of teacher actions influencing learning outcomes for Aboriginal and/or Torres Strait Islander students and the methodological approach to how the influence of teacher behaviours on student learning has been determined. Native American students obtain the lowest on-time high school graduation rate among all races and ethnicities in the United States. Through an analysis of previously published literature and seven interviews conducted by the author, this paper sets out to identify the key barriers Native students face when working toward their high school diploma. This paper will argue that, together, a history of abusive educational tactics and an institutionally racist policies and practices adopted by the U.S. Department of Education have made it challenging for Native students to complete high school on time.

California’s Local Control Funding Formula was signed into law in California in 2013 and allowed districts the flexibility to meet their student needs in locally appropriate manners. One year after its implementation, a panel of 26 reviewers, including educators, English Learner (EL) advocates, and legal services staff reviewed the Local Control and Accountability Plans (LCAPs) to understand how districts employ this flexibility to address the needs of ELs. The report uses the English Learner Research-Aligned LCAP Rubrics with 10 focus areas, and reviews sample LCAPs from 29 districts, including districts with the highest numbers/percentages of English Learners in the state, …

The researchers examined the online social networking attitudes of underperforming Latino high school students in an alternative education program that uses technology as the prime venue for learning. A sequential explanatory mixed methods study was used to cross-check multiple sources of data explaining students’ levels of comfort with utilizing a social networking site platform as a supplemental communication tool in connection with their schoolwork. Students were found to be significantly less comfortable using social networking sites than other online communication tools in connection with their schoolwork, and females were significantly more uncomfortable than males using such sites in school.

This qualitative study sought to understand how living and studying in the United States affected the personalities, beliefs, attitudes, and careers of a group of female students from the Republic of Georgia. The researcher traveled to Tbilisi, Georgia’s capital, to interview twenty alumni of U.S. study programs (on undergraduate and graduate study levels) individually. Jack Mezirow’s Transformational Learning Theory and David Kolb’s Experiential Learning Theory provide the theoretical framework for the study.

Corpora have proved useful for providing examples of authentic language use that help deepen both students' and teachers' understanding of contemporary English. Peer assessment and peer feedback are considered alternatives to teacher-based feedback and their effects on writing have been substantially researched. This study aims to examine the perspectives of a group of university students, who are mainly second language learners, on peer feedback in an English writing class. Many of the studies conducted on the perspectives of students regarding peer feedback provided conflicting findings. This quantitative study examined possible correlations between each of the seven critical leadership functions and achievement in the areas of mathematics for eighth grade African-American and Hispanic students. The 117 participants included school leaders and students from 12 of the 19 middle schools in a metropolitan school district in the southeastern region of the United States. Principals from the middle schools in the district distributed the Critical Leadership Functions Questionnaire to members of their leadership team (e.g., assistant principals, school counselors, department chairs, etc.). This quantitative, causal-comparative study examined the possible cause and effect relationship between educational programming, specifically one-way Spanish immersion and traditional English-only, and native English-speaking fifth graders' vocabulary and reading comprehension. Archival data was used to examine students' reading achievement as measured by the Iowa Assessment. Between-subjects multivariate analysis of variance (MANOVA) determined that no significant differences existed between the reading scores of students in the immersion and traditional program. High-stakes testing has become crucial in public education, requiring students to meet increasingly higher standards, regardless of their ability levels. This causal-comparative study sought to determine the effectiveness of an intervention mathematics course in the middle school setting for at-risk, sixth grade students. The Georgia Criterion Referenced Competency Test (CRCT) math scores of 143 at-risk students enrolled in a remediation mathematics course were compared to scores from a control population of 143 at-risk students who did not participate in the class. This study examined the effects of Collaborative Strategic Reading (CSR) on informational text comprehension and metacognitive awareness of fifth grade students. This study tested the theories of metacognition and social cognition with a focus on self-regulation and self-efficacy. Participating students included a heterogeneous mix of regular education students, students with disabilities, and English learners (ELs). This study examined the influence of campus-based and online-based community college developmental English courses on two student success factors: course persistence and course success. Retrospective data on all first year California community college students enrolled in developmental English courses between 2008 and 2011 were analyzed for differences between students. The preponderance of literature suggests that culturally and linguistically diverse (CLD) learners demonstrate unexpected underachievement in academic areas, mainly due to educators’ inability to differentiate between students’ cultural attributes rather than demonstrable cognitive dysfunction. Thirty assessment practitioners participated in a study to investigate the effectiveness of teaching cultural information and culturally-relevant assessment practices via an online teaching platform. The purpose of this study was to determine whether students attending urban charter schools did better, or worse, than students attending traditional public schools, over a five-year time period, in a Midwestern state. Thirty-one urban school districts affiliated with a Midwestern Urban Education Association, and corresponding charter schools, located within these Midwestern school districts, were selected to participate in this study.

This paper proposes a model of effective instruction and intervention for English Learners (ELs) within a Response to Intervention (RTI) framework. First, we review literature on effective instruction for ELs and how RTI can address the needs of these students. Then, we describe the PLUSS model, which integrates research on effective instruction for ELs, tiered models of support, and teacher practices. The model includes the following elements: Pre-teaching critical vocabulary; Language modeling and opportunities to use academic language; Using visuals and graphic organizers; Systematic and explicit instruction; and Strategic use of native language and teaching for transfer.
