Due Process hearing rights under the Individuals with Disabilities Education Act are under attack. A major professional group and several academic commentators charge that the hearings system advantages middle class parents, that it is expensive, that it is futile, and that it is unmanageable. Some critics would abandon individual rights to a hearing and review in favor of bureaucratic enforcement or administrative mechanisms that do not include the right to an individual hearing before a neutral decision maker. This Article defends the right to a due process hearing. It contends that some criticisms of hearing rights are simply erroneous, and …

The transition to ninth grade can be a difficult time for adolescents. New students confront the unknown on the first day, and their anxieties combine with new surroundings, teachers, and older students, to make for a stressful experience (Benner & Graham, 2009). Some students enter high school more prepared to meet academic and social challenges, while others have not matured enough to realize success (Graber & Brooks-Gunn, 1996; Steinberg, 2011). Abstract
Adolescent males are being suspended or expelled at high rates. Faith-based organizations have developed programs to address these problems by using adult male volunteers to mentor high-risk youth; however, recruiting sufficient mentors is a problem because organizers lack an understanding of the factors that motivate men to volunteer. If this problem can be alleviated, then faith-based organizations will be better able to recruit volunteers to serve students. Faculty at a public school in Georgia have been unable to explain how and why English language learner (ELL) students improved their performance on English and writing standardized tests. Leadership at this school desired an evidence-based ELL teaching model, which required exploration of this improved performance. The purpose of this qualitative, phenomenological, and heuristic project study was to understand the roots of this ELL achievement. Guided by teacher effectiveness theory, which suggests that examining the role of teachers is a valid way of understanding student achievement, this theory provided a specific construct of effectiveness consisting of distinct behaviors and characteristics. …

Read 180 is a research-based reading intervention program. One local district implemented the program to improve student performance on the state assessment, and after a year of implementation, nearly half of the students in the district studied still did not make adequate progress in reading. The purpose of this study was to explore teachers' perceptions of and experiences with the use of Read 180 in secondary reading classrooms. This longitudinal study examined associations between changes in School Connectedness and changes in Affiliation With Deviant Peers among students from high-poverty backgrounds during the year immediately following the transition to middle school. Sixth-graders (N = 328) attending two middle schools in a large school district completed measures of School Connectedness and Affiliation With Deviant Peers at three points across the year. Results from parallel process modeling showed that students’ reports of School Support significantly declined across the school year, School Support and Affiliation With Deviant Peers were negatively associated at the beginning of the school year, and students who reported …

This study examined the implementation of the State of Georgia's School Instructional Extension Program (SIEP) at one middle school in a rural school district. SIEP was adopted in this district in an effort to improve outcomes for students who demonstrate deficiencies in core-academic subjects. Teachers are faced with numerous interruptive bullying behaviors in middle school classrooms, which brought the quality of education into question. Bullying victims have shown decreased rates of academic success, measured by lower grades, compared to those not involved in bullying. The purpose of this basic interpretative qualitative study was to explore the phenomenon of classroom bullying from the perspectives and experiences of 10 middle school teachers. The present study examined the relationship between aspiring school principals’ self-perceived competency regarding expected leadership behaviors as indicated by the domains identified in the 2011 Florida Principal Leadership Standards and their perception of their leadership style as indicated by the Multifactor Leadership Questionnaire (Bass & Avolio, 1994). The conceptual frameworks of this study included leadership style, as defined and conceptualized by Bass and Avolio’s Full Range Leadership Model and measured by the Multifactor Leadership Questionnaire (MLQ), and leadership behavior, as defined through the domains of the Florida Principal Leadership Standards (FPLS, 2011). Student retention is a contentious issue that has spawned considerable debate among school leaders and policymakers. NCLB's accountability requirement has led to the development of a standards-based grading system to ensure students master content and so schools can meet AYP goals. This causal comparative study examined whether a change from a traditional grading system to a standards-based system affected the student retention frequency rate. Convenience sampling was used to collect retention data on third and fifth grade students who attended four Title 1 schools in northeast Georgia during the 2007-08 and 2008-09 school years when the grading system changed. The purpose of this project is to assess the implementation process of PBIS in rural, consolidated school districts in southern Minnesota. The ideals of PBIS are in line with GFW Schools mission to foster lifelong learners in a caring environment. GFW schools aspire to promote positive social and emotional behavior and provide all students with a quality education to prepare them for future educational experiences. The recommendations from this project will inform the implementation of PBIS in the GFW School District, which is occurring in the 2014-2016 academic years.

The pre-service programs delivered in Australian teacher education institutions are expected to graduate students who meet externally determined standards, including standards in literacy, numeracy and information and communication technology. These programs are also expected to educate future teachers in professional knowledge and practice, as well as prepare them to engage in professional learning continuously throughout their careers. This paper reports on the first phase of a project that investigated the literacy, numeracy and ICT demands of assessment tasks across the four years of the Bachelor of Education (Primary) program at a regional university.

This study was designed to investigate the extent to which high school students use calculators to perform basic operations, and how well they actually perform those same operations without using calculators. The investigation involved the testing of math classes of students--male and female, mixed ethnicities--in grades nine through twelve. Students were asked to perform all four basic math operations (add, subtract, multiply, divide) involving integers based on single-digit addition and multiplication fact families with and without calculators. Over the past 32 years, the National Blue Ribbon Schools Program, a trademark of excellence and success in academics, has recognized nearly 7,000 American schools in which students have demonstrated high academic performance and achievement (U.S. Department of Education, 2012). Previous studies of National Blue Ribbon Schools have largely centered upon leadership characteristics (Carney-Dalton, 2001; Copeland, 2003; Kushner, 2000; Lyles, 2009; Maslyk, 2012;Sapone, 2001), but studies have not focused on the particular instructional practices that are used within these schools.
