“Good Politics Is Good Government”: The Troubling History Of Mayoral Control Of The Public Schools In Twentieth-Century Chicago, James C. Carl

This article looks at urban education through the vantage point of Chicago’s mayors. It begins with Carter H. Harrison II (who served from 1897 to 1905 and again from 1911 to 1915) and ends with Richard M. Daley (1989 to the present), with most of the focus on four long-serving mayors: William Hale Thompson (1915–23 and 1927–31), Edward Kelly (1933–47), Richard J. Daley (1955–76), and Harold Washington (1983–87). In an effort to understand the positive and negative experiences that principals encounter as they navigate through their first year of administrative duties at the middle school level, this research study examined what events happened during their first year that encouraged the individual to stay in the position or discouraged the individual to leave the position. This study focused on problems and difficulties that arose, specifically associated with the middle school setting. This study is about women principals in Texas and their leadership in light of the current context of large high schools. Relatively few recent studies exist of women in the high school principalship since the passage of No Child Left Behind (2002). I attempt to provide insight into how the elements of gender and the contemporary context interact to produce individual experiences for three principals.
