The field experience consisted of presenting options available to the Westfield School District, Westfield, Illinois, when faced with the fact that in the school year 1982-83, the enrollment in Westfield high school district #201 will fall below an average daily attendance figure of sixty. At this point the district will no longer be eligible to receive revenue from the state of Illinois in the form of state aid.

Social or chronological promotion has long been a practice of the public schools of the United States. The alternative, nonpromotion or retention, has in the opinion of most psychologists and sociologists led to emotional and sociological trauma for the child. Another and probably the most cogent objection, is many parents oppose nonpromotion and are unwilling to accept the social stigma of "flunking." Children's achievement is a status symbol which profoundly affects families in many communities.

The writer contends that unless parents are directly involved in the decision early in the nonpromotion year, retention will not culminate in satisfactory achievement. Cooperation …

This paper deals with the problem of developing and writing a grant proposal following the Title IV, Elementary and Secondary Education Act guidelines.

PROCEDURE

The writer explains the procedure she followed to develop her idea into the final project proposal that was submitted to the Title IV, ESEA office. Included in this narrative are: an explanation of how the proper funding was located, the development of the project, a copy of the evaluation process used by the Title IV office to determine which projects are funded, and copies of the·final evaluations of the project proposal.

The field experience consisted of updating the needs assessment and the Title I Project Proposal for the 1978-79 school year for Pittsfield Community Unit District #10.

One measure of the level of achievement for the students was the use of the 1977 results of the annual testing program. Test scores from the Metropolitan Readiness Test for grade one, the S.R.A. Achievement Test for grades two through eight, and the California Achievement Test for grades nine through twelve were used. On June 23, 1972, the Congress passed Title IX of the Education Amendments. Under Title IX "No person in the United States shall, on the basis of sex, be excluded from participation in, be denied the benefits of or be subjected to discrimination under any education program or activity receiving Federal financial assistance . . . ." This law affects virtually every institution of education in the country.

Elementary schools should be in compliance with Title IX this year, 1977. Secondary schools have until July 21, 1978, to fully comply.

The study began in November of 1973 with work on the initial application and continues to the construction phase of the project which was reached in September of 1977.
