After graduating from the AKU-IED in 1998, I worked as the head teacher of a secondary school and am now working as the Program Officer with a team of PDTs for various schools. In both the roles, I got enough opportunities to work for programme development, teacher education and school improvement. I got opportunities to work in the school as a part of the school staff and I also got a chance to work for the schools as a part of the resource team. There is a good deal of consensus in the literature about the key role of leadership – especially that of the headteacher – in facilitating school improvement. Yet much of the research in this area has taken place in Western industrialised countries. This article explores the issue of headship in the context of schools in a specific developing country context, that of Pakistan. Little effort is made to study the role of headteachers in the eastern context, including Pakistan. This paper is based on the study conducted in the government and non-government schools in Pakistan in order to understand headteachers ' role in terms of the emerging demands, constraints and choices. The study suggests that the government school headteachers seem to be less proactive and more interested in maintaining status quo because of the influence of the 'topdown management model'. The study also suggests that the government headteachers have limited choices and many constraints because of the influence of the bureaucratic system. Their …

This study investigated the extent to which the "Ten Critical Characteristics of Servant-Leadership," according to Spears (1995, 1998), exist in public school superintendents in the state oflndiana. All 289 public school superintendents in the state of Indiana were sent a survey instrument which operationalized these characteristics. Alternative hypotheses were tested, and an analysis was conducted comparing the responses of the superintendents based on personal information and school district demographics. Personal information was defined as age, highest degree earned, and length of experience as a public school superintendent. A study of the Bement Community Unit School District #5 faculty was conducted in the spring of 1999. The purposes were to determine the inservice educational activity needs of the faculty and to determine which inservice educational activity delivery methods the faculty considers most effective. Bement C.U.S.D. #5 is a small rural district in central Illinois with 38 prekindergarten through 12th grade teachers. A needs assessment questionnaire was constructed and administered to all district teachers. Each item on the questionnaire was designed to collect data on the following questions:

The primary purpose of this study was to determine the nature, scope, and consequences of drug and alcohol use by students enrolled at three southern Appalachian community colleges: Mountain Empire Community College (MECC) in Virginia, Northeast State Technical Community College (NSTCC) in Tennessee, and Southwestern Community College (SCC) in North Carolina. An additional purpose was to use this information to formulate recommendations for new and improved preventive substance-abuse programs. The design for this study was descriptive research. The study attempted to discover what professional development activities were used for the change, if teachers altered instruction, and what additional staff development was needed. Literature on educational management and leadership (e.g. Leithwood et al. 1994, Grace, 1995 and Segiovanni, 1998) suggests the significance of the role of headteachers as educational leaders in the western context. Whereas in the eastern context generally and particularly in Pakistan, the role of headteachers as educational leaders of the future is not yet fully understood and recognized. The current practice of headteachers in Pakistan seems to focus on supervision, monitoring and evaluation of teachers and students work, underpinning the style of 'bureaucratic / mechanistic leaders'. The paper presents an account of the processes, outcomes and challenges associated with a follow-up study after the completion of a professional development programme in educational management for senior education officers from Sindh. Prior to induction to their jobs, the district education officers, principals of elementary colleges of education and higher secondary schools are not formally exposed to any new educational management and leadership practices.
