Race, Ethnicity, Class, And School Dropouts: A Policy Perspective, Richard C. Verdugo

The author presents a review of literature on conditions and circumstances that cause youth to drop out before finishing high school. The essay explains the key features of both cultural and structural theories of low academic performance, and the author argues these theories might profitably be fused in order to formulate effective dropout prevention/intervention policies. The author recommends use of the public health model for prevention and intervention and synthesizes the findings of three recent reports on effective dropout programs.

Alternative public schools have evolved from their origins in school choice and the progressive education movement of the 1920's into a system of schools that have become the assigned "dumping ground" for a population of ill-prepared, behaviorally disruptive youth, a population that is also disproportionately composed of minority students. Research suggests these schools fall short of providing an optimal educational opportunity for their students. This article reports the two-year tenure of a woman superintendent in a small southern city. Placed against the background of local community politics and school district politics it shows that women in the superintendency still face Issues of gender stereotyping that influence the way they are perceived as leaders of school systems. A feminist poststructuralist framework is used to understand how the various subject positions available to women collide with the discourse of the superintendency. lt is recommended that women leaders resist the images that have been traditionally reserved for them and begin to reinvent the superintendency on their own …

This study investigated the extent to which the "Ten Critical Characteristics of Servant-Leadership," according to Spears (1995, 1998), exist in public school superintendents in the state oflndiana. All 289 public school superintendents in the state of Indiana were sent a survey instrument which operationalized these characteristics. Alternative hypotheses were tested, and an analysis was conducted comparing the responses of the superintendents based on personal information and school district demographics. Personal information was defined as age, highest degree earned, and length of experience as a public school superintendent. The key purpose of this study was to compare and contrast the San Francisco Whole Schools Conflict Resolution Project to the School Mediation Program utilized in Clark County, Nevada. The evaluation further assessed the impact the San Francisco Project had on incidents of school-related violence in order to project these figures to the Clark County Program.

The methods used in this evaluation included a review of the implementation processes and training components for each conflict resolution program. This exploratory case study examines the perceptions of parents, teachers, students and principals on eight factors of school effectiveness. Two low income elementary schools in the City of Norfolk, Virginia served as the research setting for this study. Though both schools consist almost entirely of African American students, and are otherwise similar in demographics, they have achieved at different levels. While one has been recognized as a national model, based on continuous improvement in students' academic achievement, the other has not attained the same level of achievement, based on standardized test scores.

Internet access is becoming increasingly important to the public K-12 school system. This descriptive study reports on the current state of Internet access in east central Illinois public K-12 schools. Baseline data for Internet access have been collected that can be used to measure future progress. This study determined that 84.2 percent of public schools in east central Illinois have building level Internet access. Of the schools that reported Internet access, the mean student to computer with Internet access (SIA) ratio was 65.44. The mean student to computer (SCOM) ratio was 8.27. Analysis by type of connection revealed that 20.5 …

Disproportionate numbers of black students do poorly on standardized tests; strategies to improve American education thus frequently target inner-city schools. These strategies often have an unrecognized affirmative action component. A search for more minority students or teachers is clearly an affirmative action effort. But the elimination of all tracking or competency grouping is another matter. Normally viewed as nothing more than a pedagogical strategy, it, like other affirmative action efforts, amounts to a conscious effort to alter the low-track status of minority pupils. This article restates the underlying rationale for the importance of high-quality K-12 public education. The author describes some of the difficulties reformers encounter in engendering support for and determining the most cogent elements of reform. The differences between the aims and capabilities of school-business partnerships, which essentially assist the current system, and systemic reform, which aims to change the system, led to the formation of the Massachusetts Business Alliance for Education. Rennie summarizes the process followed by MBAE in developing a framework for reform and meeting its objectives.

With the current trend Iowa of school districts whole-grade sharing (WGS) with another school district followed by merging, the author examined the impact of such reorganization activities on library media programs in selected school districts. The case study approach was utilized to examine five districts. High school-age Hispanics have a 50 percent drop-out rate. College-age Hispanic youth account for only 3.9 percent of the United States college population. A report of the Commission on Minority Participation in Education and American Life challenged college planners to do something about the neglect of young minority students. However, Regis College had already developed a four-week residential summer program to enable Hispanic ninth-graders to complete high school and prepare for college. The anticipated outcome of this College Awareness Program is that the dream of higher education and empowerment for two hundred gifted young Hispanics will be realized.

A Follow-Up Study Of A Dropout Intervention Program Utilizing Experimental Counseling Strategies, Cynthia Sue Ferguson

The purpose of this study was to determine the long range effects of a seven week summer dropout intervention program. The program featured academic remediation, job skills training and random assignment to one of three counseling models: Multidimensional, group or individual. Twenty-four male and 24 female economically and academically disadvantaged students averaging 15.5 years of age were tested in a pre-test, post-test, follow-up format on measures of dropout potential, locus of control and academic achievement. The Demos Dropout Scale revealed no change in attitude over the nine month period. Results obtained from Rotter's Internal/External Scale revealed a general movement to …

The purpose of this study is to incorporate several areas of intervention into one program with potential dropouts to determine if such a strategy would have a greater effect than intervention on a single variable. The subjects were 55 students in the 7th, 8th, or 9th grade, who were identified by the Ector County Independent School District as being at risk of dropping out of school. All subjects participated in academic remediation and counseling for 3 hours each school day for 7 weeks.
