Education accountability measures, especially since the passage of No Child Left Behind, have been assessed for a variety of factors in empirical research. A large portion of this literature finds that overall, accountability measures increase performance, but also increase the achievement gap. These findings have inspired this research to examine what other marginal groups of students have been affected by the unintended reaction to the consequence-based incentives found in minimum competency accountability programs, such as No Child Left Behind.

The purpose of this study was to describe the current status of students with special needs in the instrumental musical ensemble and to examine the effect of selected educator and institutional variables on rates of inclusion. An online survey was designed by the researcher and distributed electronically to 600 practicing K-12 instrumental music educators in the states of Idaho, Mississippi, Nebraska, Nevada, New Mexico, and Rhode Island. While 13.6% of the total school-aged population nationwide received special education services, demographic data provided by respondents revealed that students with special needs accounted for 6.8% of all students participating in bands, orchestras, …

A definitive answer to how to allocate school-level expenditures to yield the greatest "bang for the buck" has continually eluded education finance researchers. With increased regulation, oversight, and sanctions resulting from the No Child Left Behind Act, paired with financial strains on states' education budgets, measuring schools' production and efficiency has become urgent.
The methodology for this study was comprised of two phases. A nationwide survey conducted by the Center for Disease Control in 2007 reported 65% of high school students did not meet the recommendation that youth participate in at least 60 minutes of physical activity most days of the week (CDC, 2008). While research has focused its attention primarily on bodily health, growing evidence supports the benefits of physical activity on brain health (Ratey & Hagerman, 2008). The purpose of this study is to examine the impact that race and economic status have on middle school academic performance in the Fulton County School District. Descriptive statistics were used to critically analyze how these demographic variables affect middle school academic performance. The mean Criterion Reference Competency Test (CRCT) scores in mathematics and reading were recorded for each of the 22 middle schools in Fulton County from 2006 to 2009 and compared according to race and economic level. My thesis project includes a combination of materials development and classroom-based research. In my paper, I explore existing garden-related curricula, and create original garden-based lesson plans to teach literacy to fourth grade ESL students. This curriculum development project contributes to the field of ESL in its innovative garden-based pedagogy. The field study took place during the spring semester of 2009 at Increase Miller Elementary School in Westchester County, New York. Using nature as inspiration for writing descriptive essays and poetry, the ESL students at Increase Miller produced imaginative writing pieces, using their own voices to express their thoughts. Despite training and support, many middle school teachers struggle to create, implement, and enforce research-based strategies to manage students' behaviors. The purpose of this case study was to examine teachers' perceptions about the barriers of managing student behavior. The research questions investigated 9 teachers' perceived barriers of managing student behavior at one middle school and the observed actions of these teachers' reactions to student behavior. The transition to middle school is often associated with negative effects on academic achievement, motivation, self-esteem, and psychological well-being. Educators at a Grade 6 through 8 middle school in the northeastern United States observed students struggle with the adjustment to middle school. Research suggests that developmentally responsive schools can significantly reduce the potential negative impact of middle school adjustment. The purpose of this study was to determine if exposure to a research-based presentation on grade retention, including the academic, socio-emotional and behavioral outcomes, would yield a change in teacher beliefs regarding retention as an intervention strategy. Teachers from a small urban school district were asked to complete a presurvey, view a research-based online presentation on grade retention and complete a postsurvey. Results from this research revealed that teachers' beliefs regarding grade retention significantly changed after viewing a research-based online presentation on topic. International research on bullying suggests that bullying is pervasive in schools and the workplace. Most researchers concur that bullying behavior is a disruptive factor to the social and educational well-being of students. Previous research, grounded in social and family systems theory, has indicated those who bully tend to be involved in self-destructive and delinquent behaviors. Additionally, in the only-large scale study on bullying behaviors, 29% of the 10th-grade student body admitted to being bullied that school year. Proficiency in language arts and communication skills is essential to success in the global workforce. Most states assess students in language arts literacy (LAL) through standardized tests that assess a student's ability to read, interpret literature, and write expressively. Although educational reformers strive to improve the foundations that prepare students in literacy, reforms have not fully incorporated the theory of emotional intelligence (EI), which explains a student's ability to use, understand, perceive, and manage their emotions in order to think critically, make decisions, and solve problems. This study relied on data gathered on school identifiers and characteristics, student and teacher characteristics, and index scores of Kentucky public elementary schools, collected from 2001-2008 at the school level. An extensive literature review was completed in order to examine the effects of competition on public schools, both positive and negative.

Cyberbullying is harassment through the Internet or other technologies. Forty-two percent of youth nationally have experienced cyberbullying and 53% admitted to being the cyberbully. A lack of understanding by adults of cyberbullying logistics and impact causes cyberbullying to remain a serious issue that has not yet been appropriately addressed within schools. A sequential, mixed methods study was implemented to investigate the prevalence of cyberbullying in one middle school and to determine the nature and impact of the experience in order to inform site-based interventions. Bandura's social learning theory, Bronfenbrenner's ecological framework, and Agnew's strain theory provided this investigation's theoretical foundation. …

Although all of the schools in the target school system adhere to a school improvement process, achievement scores remain mediocre or stagnant within the overseas school in Italy that serves children of United States armed service members. To address this problem, this study explored the target school's improvement process to discover how different stakeholder groups viewed that process. Gender-Separate Education: The Effects On Student Achievement & Self-Esteem On Economically Disadvantaged Public Middle School Students In Philadelphia, Heather M. O'Neill, Allison Guerin

In 2003, three Philadelphia middle schools with similar demographics and failing student achievement levels were taken over by an educational management organization. Two were transformed into distinct single-sex academies within the original school buildings and a third remained coeducational. Students did not have the option where to attend, eliminating selection bias. Through funding from a Spencer Foundation grant, data was collected on 1,000 students for 2002-03 through 2004-05 to examine impacts of gender-segregation. We find students in single sex schools witness greater improvements in standardized test scores, with boys gaining the most, and no differences on Rosenberg’s Self-Esteem Scale.

This Article explores the implications of a dramatic shift in the American educational landscape—the rapid disappearance of Catholic schools from urban neighborhoods. Primarily because of their strong track record of educating disadvantaged children, these school closures are a source of significant concern in education policy circles. While we are inclined to agree that Catholic school closures contribute to a broader educational crisis, this Article does not address well-rehearsed debates about educational outcomes. Rather than focusing on the work done inside the schools, we focus on what goes on outside them. Specifically, using three decades of data from the Project on …

There is a lack of understanding regarding how sensemaking could be incorporated into a professional development program to improve teacher quality and student achievement. The lived experiences of high school English language development teachers as they interpret English language development and one state's high school exit exam instructional policies were explored in this phenomenological study. The conceptual framework that supported this study is based on the theory of sensemaking, the processes by which educators interpret and implement policies. This study addressed the problem of poor attendance adversely affecting grades and learning. Current school policies do not address problematic attendance for all school-aged children, perpetuating trends of academic failure. The research objective was to determine if unexcused absences had a greater negative impact on a high-stakes test compared to excused absences and then develop a manual of best attendance policies to better serve all school-aged children. This study sampled 10,403 students in a southern United States county. Minnesota Statute 125A.0942, Standards for Restrictive Procedures goes into effect on August 1, 2011. This law includes stringent training requirements for licensed school staff to complete if they will be using any type of restrictive procedures in their district. The policy encourages proactive methods to address behavior, emphasizes restrictive measures to be used only in cases of emergency, and implementing the least intrusive intervention. The training component is a large part of accomplishing this goal. The purpose of this project is to examine existing programs that train school personnel in administering restrictive procedures. Currently the school has two attendance policies, one for elementary school and one for the high school. The two polices are very different in how they define attendance and choose to discipline absences. Improving principal quality in Arkansas may be a partial solution to the public policy problem of low performing public schools. Just as policymakers in other states are beginning to explore incentive-based compensation policies to improve principal quality, education policymakers in Arkansas should look to these policies as a way to align goals and minimize agency costs. Setting incentives tied to transparent, publicly available performance measures can resolve monitoring difficulties inherent in principal-agent relationships and can improve goal congruence by signaling clearly about policy priorities. While there is no absolute deterrent of school violence, West Virginia has taken definitive steps to try to ensure safety in our public schools. Since the launch of the Safe School initiative in 1995, training for principals, teachers and school personnel on crisis intervention and management plans have been ongoing. Students have undergone training in programs such as Peer Mediation, Natural Helpers, Life Skills, Bullying Prevention, Positive Behavior Support (PBS), and Respect to Protect.
