Culture, Context, And Change: How California Community Colleges Counseling Units Interpret And Enact Transformation, James A. Grabow

This study examines how practitioners experience and implement transfer-related reforms within the California Community College (CCC) system. Guided by sensemaking theory (Eddy, 21013) and organizational change frameworks (Kezar, 2014), this qualitative intrinsic case study explores how administrators, counselors, and student services professionals interpret and enact statewide transfer policies within a single institutional context. Data were collected through semi-structured interviews with seven participants and analyzed using thematic analysis.
Findings reveal that policy implementation is a complex, non-linear process shaped by three primary factors: sensemaking and communication, organizational structures, and human and relational dynamics. Participants described navigating information overload, inconsistent messaging, and …

Interpreting, Implementing, And Imagining Transfer Policy In South Carolina: A Transformative Institutional Ethnography, Lori Allen Heafner

This institutional ethnography explores the implementation of vertical transfer policies in South Carolina, where community and technical college students face persistent barriers in transferring credits to four-year institutions. Despite the growing population of students who begin their academic careers at two-year colleges with aspirations for a bachelor’s degree, South Carolina lacked a formal, statewide transfer policy until 2023. This dissertation investigates how front-line professionals, such as transfer coordinators, transfer advisors, registrars, and other transfer personnel, interpret and implement new transfer policies in practice. The study centers their experiences to illuminate the disjuncture between policy design and institutional realities.

Only 11% of community college (associate’s-degree) students transfer vertically and obtain a bachelor’s degree within six years, despite over 80% originally intending to do so. These leaks in the transfer pipeline disproportionately affect students from underrepresented groups, who are more likely to attend community colleges and to leak out of the pipeline. To obtain insights about how to decrease these leaks, a survey was distributed to all City University of New York undergraduates; 31,511 responded. Despite impressive statistics related to community college transfer student achievement, negative perceptions and stigma attached to attending community college persist. The problem addressed by this phenomenological study is the community college stigma experience for transfer students attending the most highly-ranked public university in Massachusetts: UMass Amherst. This dissertation pioneers use of a conceptual framework built from the elements of stereotype threat to illustrate experienced community college stigma; Specifically, it begins to address the forty-year-old unsubstantiated contention of William Neumann and David Riesman, that there is less stigma attached to attending community college in California than in Massachusetts. Existing research into the creation of articulation agreements focused solely on the functional aspects of these documents, such as maximizing transfer credit. However, little is known about the experiences of faculty and administrators at the community colleges and universities who create articulation agreements and how their experiences affect partnerships between institutions. This research study investigated the transfer student process in the College of Education at James Madison University. A survey was conducted to analyze the transfer student process using both quantitate and qualitative information. Twenty-two transfer students responded, giving perspective on the academic, social/cultural, and psychological challenges faced during their transition to James Madison University.
Results of the data analysis showed that the greatest problem in the transfer process lies in the area of poor academic advising. Non-transferrable credits, unnecessary class enrollment, and prolonged graduation dates are three of the top academic issues transfer students face. Socially, transfer students feel isolated …

With over 60% of college graduates attending multiple institutions (United States Department of Education, 2006), many starting at community colleges, the importance of understanding community college transfer students’ stories is critical to retention and graduation agendas at colleges and universities nationwide. Schlossberg’s Transition Theory has recently been introduced into higher education literature as a conceptual framework for working with various student populations such as student veterans (Wheeler, 2012; Rumann, 2010); student athletes (Henderson, 2013); and students on academic probation (Tovar & Simon, 2006) among others. “Warming Up” In The Developmental Sequence? Upward Transfer Conditional On Dependency Status, Cody Davidson, Kristin B. Wilson

The purpose of this study was to determine predictor factors of upward transfer for Kentucky community college students enrolled in a developmental algebra course. For independent students, a mother with a college degree, a declared major, a federal work-study position, greater adjusted gross income, and a higher grade point average was positively correlated with upward transfer. For dependent students, a father with a college degree, a declared major, and a higher grade point average was positively correlated with upward transfer.

This study had two purposes. The first was to identify present articulation practices within Tennessee public colleges. The second was to select recommendations for ideal articulation practice that might lead to improved transfer/articulation among two- and four-year public colleges in Tennessee. A survey instrument was sent to persons identified as chief articulation officers within Tennessee public colleges. They were asked to evaluate identified articulation practices according to present practice and according to ideal practice.
