A Reset For Virginia: Systemizing Leadership And Resource Support For Alternatively Prepared Special Education Teachers, Nicholas E. Olson Dr., Rebecca W. Harmon Dr., Elizabeth H. Morris Dr., Michael-Jon Rodney Dr., Matthew Seidita Dr.

Doctor of Education Capstones

Virginia continues to face the impacts of the national teacher shortage, particularly in special education. The scarcity of licensed special education teachers has led to an increasing number of educators entering the profession through alternative routes with limited classroom experience. These alternatively prepared special education teachers (ARSETs) require sustained, targeted support to implement high-leverage practices (HLPs) that improve student outcomes. Although numerous professional learning opportunities exist, the current system of support is fragmented, and resources are inconsistently applied. Compounding this challenge, many schools lack enough experienced educators to provide in-field mentors for every new hire.

To assist the Virginia Department …

The Senior International Officer: A Sociological Perspective On The Development Of A Higher Education Profession, Mohammad Mansoor Khan

Electronic Theses & Dissertations (2024 - present)

Internationalization of higher education institutions in the United States has progressed rapidly since World War II. The pace and specifics of this internationalization vary by institution. However, there are some shared characteristics including, but not limited to, increase in student mobility, both inward and outward, exchange of scholars, cross-border research, and internationalization of the curriculum. This increased the institutional administrative burden and necessitated the centralization of internationalization activities under a single administrative unit and led by an individual capable of providing leadership at their institution in the area of higher education internationalization. This individual is recognized as the Senior International …

Reproductive Futurity: Policy, Pop-Culture, And Praxis, S. Gavin Weiser, Lindsay Demartino Jan 2025

Reproductive Futurity: Policy, Pop-Culture, And Praxis, S. Gavin Weiser, Lindsay Demartino

Faculty Publications - College of Education

Like the depiction of plagues in apocalyptic science fiction, neoliberalism continues to infect education at all levels. This infection causes educators to care not for the children, but to embrace the figure of the Child. Reproductive futurism, in the imagined redemptive figure of the Child has been regulating the structure of education not for children, but for the exclusionary and decontextualized Child. This takes the shape of draconian accountability measures present in recent educational policies that do not have the best interests of children in mind, but rather the perceived redemption of society and culture, taking agency away from all …

The Caseload Chronicles: Investigating The Case Manager Role Through The Perspectives Of Current Special Education Teachers, Khalil Milad Abouhamad Jan 2025

The Caseload Chronicles: Investigating The Case Manager Role Through The Perspectives Of Current Special Education Teachers, Khalil Milad Abouhamad

University of the Pacific Theses and Dissertations

Teacher attrition and resulting shortages have become severely problematic across the United States. This is especially true within special education. This study employs role theory (Kahn et al., 1964) to isolate the case manager role carried by special education teachers, investigate it through the stories of current practitioners, and establish it within academia. Burnout theory (Maslach, 1993) provides a lens through which to evaluate the strain of working conditions surrounding the case manager role. Elements of narrative inquiry (Clandinin, 2006; Creswell & Guetterman, 2019) in the form of 1-1 interviews with current IEP case managers from across California provided the …

Shattering The Glass Ceiling, Navigating The Glass Cliffs: A Case Study Of Andrea Luxton As The First Woman President Of Andrews University (2016-2023), Maureen Sakshi Pakalahati

Dissertations

Problems

Research shows glass ceilings are thicker in faith-based institutions heavily governed by traditional beliefs and dominated by men. Research also shows singlism is on the rise in churches. There is limited research on the lived experiences of single, never married woman who reached the presidency (shattering the glass ceiling) in a faith-based institution. Leadership pundits predict a “great resignation”, which is an era of high presidential turnover, due to mounting challenges in the higher education presidency. Great resignation is a gender-neutral phenomenon, but women presidents are subject to stern criticism and penalties, leading to more disproportionate resignations. Furthermore, the …

Graduate Theses, Dissertations, and Problem Reports (ETD)

This qualitative study examines how Latino male international graduate students navigate identity, belonging, and exclusion within U.S. higher education. Although international enrollment has increased, the experiences of this student population remain largely invisible in research and institutional practice. Guided by Intersectionality and Latino Critical Race Theory (LatCrit), this study investigates how intersecting dimensions of race, language, age, gender, and immigration status shape these students’ academic and social experiences. Using a critical narrative methodology, data were gathered through semi-structured interviews and identity web exercises with four participants. Employing story chaining to link individual narratives, four central themes emerged: 1) Racialized and …

Teaching Under Political Influence: A Multiple Case-Study Examining The Impact Of Curricular Restriction Policy On Community-Connected Instruction (Cci) In Full-Service Community Schools (Fscs), Isaiah Moore

Theses and Dissertations

Scholars describe the political landscape as polarized, where partisanship —loyalty to a particular political party— dictates one’s beliefs. In education, this partisanship is best exhibited through conservative policy restricting curricula regarding race, racism's pervasiveness, gender identity, and how history is taught in public schools. Conversely, Community-Connected Instruction (CCI) affirms students’ culture and builds critical thinking skills in an authentic environment. While studies suggest its benefits to students, the current curricular restriction policy challenges its usage. This form of teaching is closely associated with Full-Service Community Schools (FSCS), which primarily serve underserved student populations. This study examines how FSCS educators in …

Latino students represent the fastest-growing racial/ethnic group in the United States, yet their post-secondary completion rates remain significantly lower than those of other student populations. This study explores the educational trajectories of Latino students in Minnesota, focusing on the role of social support networks in shaping persistence and attainment. The research identifies peer and family support as the strongest predictors of Latino students' confidence to graduate (p < .001), underscoring the central role of close personal networks in persistence. Findings suggest that while financial and structural barriers continue to hinder success, culturally responsive support systems can positively influence degree attainment. Although centered on Minnesota, the study offers broader implications for higher education policy and practice, highlighting the importance of targeted interventions and institutional accountability in addressing equity gaps. Strengthening support for Latino students is essential to advancing educational and economic opportunity nationwide.

How The Least Restrictive Environment Mandate Is Interpreted By California Special Education Local Plan Agency Directors, Robin Suttle

University of the Pacific Theses and Dissertations

This qualitative case study examines how Special Education Local Plan Agency (SELPA) directors in California interpret and communicate the Least Restrictive Environment (LRE) mandate under the Individuals with Disabilities Education Act (IDEA). The study explores how SELPA directors understand LRE and how this understanding is conveyed to district-level administrators. Data were collected through interviews and document review across selected SELPAs and analyzed thematically using the Boundary Spanning framework. Findings show that SELPA directors view LRE as both a legal obligation and a collaborative, context-dependent process. They act as intermediaries, translating federal and state mandates into locally usable guidance while balancing …

Journal of Higher Education & Student Affairs

The purpose of this paper is to provide an overview of the literature on the push and pull factors that influence women’s choices to either opt in or opt out of career advancement in student affairs (Coetzee & Moosa, 2020; Harman & Sealy, 2017). Women, specifically Black women, are underrepresented in Senior Student Affairs Officer (SSAO) positions in higher education (American Council of Education, 2024). As the demographics of the United States (US) change, student affairs is at a critical point to foster an inclusive learning environment that reflects the increasing racial and ethnic diversity in the US (Lopez, 2006). …

Students in urban, low-income communities can lack access to environmental science outreach in natural settings. As a result, they may face barriers to applying course content to real-world contexts and developing an agentic, hopeful stance towards environmental stewardship. In this paper, we describe a partnership between a maritime museum and park, an urban school district, and ecology experts. The project aimed to increase students’ knowledge of aquatic ecosystems, develop awareness of stewardship-related actions and career pathways, and support a sense of belonging to the museum. Activities included classroom visits by experts, field trips to plant classroom-grown grasses in the museum’s …

Cultivating Counter-Stories To Deficit Narrative Of Students: A Literacy Problem Of Practice, Amanda Brown Jan 2025

Cultivating Counter-Stories To Deficit Narrative Of Students: A Literacy Problem Of Practice, Amanda Brown

Theses and Dissertations

In urban schools across the United States, literacy outcomes remain inequitable, especially for BIPOC students and those living in poverty. In District 17, the mandate to rigidly implement a purchased curriculum resource reinforces deficit-oriented views of student ability and limits teachers’ professional agency to adjust instruction based on formative data. As a result, instruction becomes disconnected from student needs and identities, further exacerbating literacy inequities.

Guided by Mintrop’s cycle of inquiry, this qualitative study examined how participation in a 90-day inquiry cycle influenced the narratives teachers constructed about their students’ literacy abilities. Kindergarten through third grade teachers collaboratively planned and …
