Purpose. Although performance appraisal is an important factor in the successful operation of organizations, it is often a difficult and threatening task. Traditional approaches to evaluation have proved to be neither effective nor in legal compliance. This problem affects postsecondary institutions, where customary subjective appraisal contributes to undesirable employment discrimination.

This study provides postsecondary administrators with an effective and legally defensible model of performance appraisal. Research addressed these questions: (1) What does statutory law mandate in appraisal? The problem of this study was to compare perceived training needs of public school administrators at two points in time and to analyze those needs as to age, sex, educational degree, and experience of respondents. The survey population consisted of public school principals in the 14 systems of the First Educational District in Northeast Tennessee. A descriptive research design was chosen for the study. This population study of the certification qualifications of the secondary science teachers of the Upper East Tennessee region in 1984-85 was conducted to determine if there was a qualification shortage in any science-teaching area at the beginning of the Comprehensive Education Reform Act (CERA). Data were obtained from the Tennessee State Department of Education Preliminary Report Forms for Staff. Subject certification data and 1984-85 teaching assignment were analyzed to find percentages of infield, out-of-field teaching and the size of the internal pool of active certificated science teachers who were not teaching. Since many educators aspire to elementary principalships, awareness of tangible and intangible determinants is important to principalship candidates in their upward movement to the elementary principalship. The basic research tool was a qualitative research interview. A purposive sample was used involving individuals with identified expertise and with access to certain desired information. The search and seizure study was limited to locker searches by school personnel. Most of the nation 's schoolchildren are not infected with the AIDS virus (HIV). Since AIDS is a preventable disease, no one need become infected. In order to protect themselves, everyone, including children, must understand exactly how HIV is and is not contracted. The message of prevention, however, is controversial, since it must include advice on safer sex and drug use.

The problem of this study was to determine if differences existed in the perceptions of selected public school instructional supervisors regarding the amount of actual and ideal time allocated for identified supervisory roles. The study was conducted during the 1986-87 school year in Virginia. A questionnaire, developed by the researcher, was field tested through a six-week pilot study with 100 instructional supervisors in Virginia. The data-gathering instruments were the Leader Effectiveness & Adaptability Description (LEAD-Self) and a one-page demographic sheet. Twenty-seven items were identified and used on an instrument, designed by the writer. An instrument was constructed from American Association of Secondary Administrators' recommendations for superior performance of school administrators and subsequently validated.
