The Hypocrisy Of The Wizards—A Proposal To Correct Incentives In Higher Education Loan Financing, Caden Benedict Apr 2026

The Hypocrisy Of The Wizards—A Proposal To Correct Incentives In Higher Education Loan Financing, Caden Benedict

School of Public Policy Capstones

This paper explores the origins of the student loan debt crisis and proposes tying university incentives to graduates' repayment plans and disclosing median earnings for degrees before students apply. Specifically, while there are numerous factors explaining why the price of education has increased dramatically since the 1970s, this paper proposes solutions that will specifically target university moral hazards by requiring universities fund: (1) the current subsidies to federal student loan repayments under income-driven plans as the House of Representatives intended before the Senate removed "risk-sharing," and (2) bankruptcy law discharge amounts. Moreover, requiring universities to disclose the median earnings of …

A Hermeneutic Phenomenological Study Exploring Inclusion Of Latinos In Higher Education In Bilingual Programs, Carmem Charette

Doctoral Dissertations and Projects

The purpose of this hermeneutic phenomenological study was to understand the lived experiences of promoting the inclusion of Latino/a students through bilingual programs at higher education institutions in the United States. To include Latinos in higher education administrators redesigned courses originally taught in English into Spanish and Portuguese at several colleges and universities nationwide. This qualitative research was designed as a hermeneutic phenomenological study, and three data collection methods were used: journal prompts, individual interviews, and focus group interviews. Data were collected from educational leaders, including administrators, deans, faculty coordinators, advisers, and professors, who shared their perspectives and experiences as …

Unveiling The Intersection Of Institutional Racial Identity And Student Loan Debt: An Analysis Of The State University System Of Florida’S Higher Education Institutions, Valerie Marie Moore Apr 2026

Unveiling The Intersection Of Institutional Racial Identity And Student Loan Debt: An Analysis Of The State University System Of Florida’S Higher Education Institutions, Valerie Marie Moore

USF Tampa Graduate Theses and Dissertations

Federal student loan patterns in Florida’s State University System (SUS) from 2013/14 to 2022/23 reflect differences in institutional revenue capacity rather than individual borrowing behavior. Using data from all 12 SUS institutions, this study examined how institutional wealth and revenue composition shape student loan outcomes through both race neutral and race considerate analyses informed by Ray’s (2019) theory of racialized organizations. Overall, the SUS operates as a racialized organizational field in which inequities in funding flows, access to capital, and institutional logics sustain long term disparities in wealth and debt. Results show that borrowing levels closely track how institutions assemble …

Toward Understanding Faculty Engagement In Professional Development: A Mixed-Methods Study Of Conference Attendance By Community College Faculty, Jared Durden Apr 2026

Toward Understanding Faculty Engagement In Professional Development: A Mixed-Methods Study Of Conference Attendance By Community College Faculty, Jared Durden

Dissertations

Conference attendance is often framed as an individual choice, but this community college-focused study found it operates as a system. Institutional supports, signals, and constraints either make attendance more feasible or reinforce barriers to attendance. Using a convergent mixed-methods design, I integrated a faculty survey, policy document analysis, and faculty panels (moderated small-group interviews) to identify what most consistently separates attendance from non-attendance and what institutions can change. Survey results included 56 complete responses (analytic n = 54) from full-time faculty working at Missouri community colleges. Faculty reported moderate to moderately high perceptions of institutional support, professional value, and belonging …

Exploring The Impact Of Mental Health On Academic Performance And Engagement: An Interpretative Phenomenological Study Of Title I High School Upperclassmen In Northeast Alabama, Nataysia A. Holloway

Dissertations

This dissertation explores the intersection of student mental health and academic success within a Title I school context, particularly the lived experiences of students navigating mental health challenges while facing psychological, social, and educational barriers. Drawing on qualitative data, the study explores how mental health challenges influence student academic performance, engagement, and overall educational outcomes. Chapter one introduces mental health as a prevalent concern for adolescence, and chapter two examines existing research and details the methodological approach and supporting frameworks for this study. Subsequent chapters are devoted to the lived experiences of students and their perception of support and resources …

Experiences That Influence Nurse Educators To Stay, Dana L. Crowder Apr 2026

Experiences That Influence Nurse Educators To Stay, Dana L. Crowder

PhD in Education

By 2030, the World Health Organization (WHO) predicts a worldwide RN shortage of nearly 5.7 million (Poole & Spies, 2022; WHO, 2024a). The need for more RNs necessitates the need for more students to graduate nursing programs; however, in 2024, almost 66,000 qualified applicants were not accepted into nursing programs because of limited space due to a shortage of nurse educators (AACN, 2024b; Welch et al., 2023). A nurse educator shortage exacerbates the national nursing shortage, ultimately decreasing the quality of patient care and positive patient health outcomes. The purpose of this phenomenological, qualitative study was to understand why nurse …

Strategic Leadership Decision-Making At Power Four Aau Schools, Arthur Kraft, John Kraft Apr 2026

Strategic Leadership Decision-Making At Power Four Aau Schools, Arthur Kraft, John Kraft

Business Faculty Articles and Research

Exogenous events have disrupted higher education and impacted the decision-making skills of university presidents. While all university presidents are affected, the problem is most acute at the thirty-six AAU members of the power four conferences. The exogenous events were the precipitous cancellation of federal research grants, the on again and off again restrictions on both new and current foreign students studying at US universities, the proposed 15% limit on indirect costs, the tax on university endowments, the changes in student loan programs, the annual $20.5 million NIL revenue sharing settlement for Division I (DI) athletes, and their share of the …

Consent Absent Consensus: A Principles-Based Framework For Institutional Sexual Consent Policies, Tammi Walker Apr 2026

Consent Absent Consensus: A Principles-Based Framework For Institutional Sexual Consent Policies, Tammi Walker

West Virginia Law Review

Title IX requires educational institutions to address sexual misconduct but provides no clear standard for defining consent. In the absence of federal guidance, colleges and universities operate in a regulatory vacuum, producing inconsistent definitions, legal uncertainty, and contested understandings of what consent requires. Without a structured framework, institutions struggle to balance survivor protection, due process, and practical implementation. This Article introduces a principles-based framework that supports clearer, more coherent consent policies. It identifies three interdependent elements of valid sexual consent: (1) Respect for Choices and Autonomy, which requires voluntary agreement free from coercion or pressure; (2) Informed Expectations and Transparency, …

Women Leading In Higher Education: Exploring The Experiences Of Women Leaders In Student Affairs, Amelia Lindsay Apr 2026

Women Leading In Higher Education: Exploring The Experiences Of Women Leaders In Student Affairs, Amelia Lindsay

Honors Theses

Student affairs is a field within higher education that works to support students’ out-of-classroom needs and provide them with a college experience that promotes holistic growth. This study examines the experiences of women leaders in student affairs at a mid-sized university in the southeastern United States and the opportunities and barriers they encountered in their pathways to their careers. Through in-depth, qualitative interviews, clear themes emerged regarding both facilitators of and challenges to their progression to leadership. Data show that their early life characteristics, self-perceptions, collegiate involvement, and mentorship were the largest catalysts in their career trajectories while the challenge …

Available Space… The Final Frontier An Empirical Analysis Of The Heterogeneous Regulatory Burdens That Oversee Private Schools Within States With School Choice Policies, Patrick J. Wolf, Colyn Ritter, Misty Gallo

Education Reform Faculty and Graduate Students Publications

Using administrative data available from a variety of public sources, our research team examined the ways in which state and local regulatory burdens along with state political and economic factors work to encourage or depress the supply response of private school providers in the years following the adoption of school choice policies. We tracked counts of private schools using NCES and state departments of education at baseline year 1 of program implementation and a second outcome variable measuring the change from baseline to the current year (2024). We estimate the effect of state political and socioeconomic controls, two regulatory and …

Effective Support Services For Black-African International Students, Amy V. Rutledge Apr 2026

Effective Support Services For Black-African International Students, Amy V. Rutledge

Doctor of Education (Ed.D)

Currently, 1.5 million F-1 and M-1 students are enrolled in U.S. institutions of higher education (IHEs; U.S. Immigration and Customs Enforcement, 2025). Although support services for international students are improving, substantial gaps remain in helping these students transition to the next phase of life (Weiner & Ghazarian, 2024). This transcendental phenomenological study examined the lived experiences of six recently graduated Black African international students (BAISs) to identify effective support services for graduate programs, licensure, or legal employment. Participants were recruited through snowball sampling for interviews, which were analyzed using descriptive coding (yielding 61 codes) and thematic analysis (producing six themes). …

Staying Power: A Case Study Of Teacher Retention In A Rural District, Amanda F. Mclellan, Amanda F. Mclellan Apr 2026

Staying Power: A Case Study Of Teacher Retention In A Rural District, Amanda F. Mclellan, Amanda F. Mclellan

Electronic Theses and Dissertations

Teacher attrition continues to be a significant challenge in K-12 education, particularly in rural school districts where limited resources and geographic isolation can intensify staffing instability. While much research has focused on teacher attrition, little research examines why tenured teachers choose to remain in rural districts. The purpose of this qualitative, single-case study was to examine the experiences and insights of tenured teachers regarding their decision to continue teaching in a small, rural Texas school district. Guided by Mason and Matas’s fourcapital framework for teacher retention, this study examined how human, social, structural, and positive psychological capital influenced teachers’ decisions …

The Implications Of The Midyear Departure Of Residence Directors In Housing And Residential Life, Chelsea Titus Apr 2026

The Implications Of The Midyear Departure Of Residence Directors In Housing And Residential Life, Chelsea Titus

Electronic Theses and Dissertations

High attrition rates among entry-level student affairs professionals have been documented for decades, yet little research has examined the implications of midyear departures within housing and residential life. Residence directors serve as live-in professionals responsible for crisis response, student conduct, staff supervision, and community development. When a midyear departure occurs, the disruption extends beyond the vacancy and affects supervisors, colleagues, and residential communities. The problem addressed in this study was the organizational and supervisory impact of midyear residence director departures. The purpose of this qualitative narrative inquiry was to examine the factors contributing to midyear departures and to explore how …

Identifying The Barriers Bilingual Parents Face In The Special Education Process, Miranda Leah Hernandez Apr 2026

Identifying The Barriers Bilingual Parents Face In The Special Education Process, Miranda Leah Hernandez

Electronic Theses and Dissertations

Increasing parental involvement in the special education process means parents, teachers, and school administrators can unite to educate the children. The problem that the researcher identified was that emergent bilingual families struggle to become meaningful participants in their children’s individualized education plans. This was a qualitative case study that identified the barriers that bilingual parents face within the special education process and the recommendations from bilingual parents on how to help them become more meaningful members of their child’s individualized education plan. The population within the research included bilingual families with children in the greater Houston, Texas area who have …

“Properly Dependent”: Critical Feminist Narratives Of Wives Of International Students In The United States, Katherine Jane Hopkins Apr 2026

“Properly Dependent”: Critical Feminist Narratives Of Wives Of International Students In The United States, Katherine Jane Hopkins

Theses and Dissertations

The F-2 dependent visa in the United States is for spouses and children who accompany a F-1 international student during their studies. One of the defining characteristics of the F-2 visa is that the holder is prohibited from holding any kind of employment. Limited demographic data indicate that the majority of F-2 visa holders are women accompanying their husbands. Many of these women hold advanced degrees and were employed in their home countries prior to relocating to support their husband’s academic pursuits. As a result of the visa restrictions, international student wives typically stay at home while their husbands work …

Between What’S Promised And What’S Lived: Lgbtq Former College Athletes’ Experiences At Inclusive Institutions, Alyssa Morgan Edlin Apr 2026

Between What’S Promised And What’S Lived: Lgbtq Former College Athletes’ Experiences At Inclusive Institutions, Alyssa Morgan Edlin

Theses and Dissertations

Despite the increased visibility of lesbian, gay, bisexual, transgender, and queer or questioning (LGBTQ) inclusion in college sports, it remains unclear whether athletes find these environments truly safe, supportive, and able to live authentically. Institutional evaluations and rankings often focus on policies and public commitments, offering limited insight into how inclusion is experienced in everyday athletic settings. Consequently, little is known about whether institutions labeled as inclusive actually foster environments where LGBTQ athletes feel a sense of belonging, authenticity, and meaningful support.

Rooted in an interpretivist-constructivist paradigm and guided by narrative inquiry (Clandinin & Connelly, 2000), this study examines the …

It’S Not A Hierarchy Of Needs; It’S A Maze. A Case Study Of The Challenges And Supports For Former Foster Youth Transitioning To The Community College In Virginia, Lee Hemmrich Hunt

Theses and Dissertations

Despite decades of policy reform and targeted support, today’s former foster youth (FFY) face disproportionate challenges to higher education completion. This qualitative case study explored the lived experiences of six former foster youth as they transitioned from the foster care system to a community college in Virginia. Guided by a conceptual framework integrating Maslow’s Hierarchy of Needs, Bridges’ Transition Theory, and Zimbardo’s Time Perspective Theory, this study sought to understand the barriers FFY encounter, the supports they find most meaningful, how they define successful independence, and the role higher education plays in that definition.

Data was collected through preliminary meetings, …

The Role Of Autonomy And Motivation On Teacher Retention: A Mixed Methods Study, Jordan Overton Apr 2026

The Role Of Autonomy And Motivation On Teacher Retention: A Mixed Methods Study, Jordan Overton

STEMPS Theses & Dissertations

Teacher retention remains a persistent concern in the United States, with nearly 13% of classrooms unfilled by licensed teachers. Grounded in self-determination theory and basic psychological needs theory, this mixed methods sequential explanatory study examined the relationship between teacher autonomy, motivation, and intentions to leave, while also exploring the contextual factors that shaped teachers’ perceptions of autonomy within their work environments.

In the quantitative phase, survey data were collected from 123 elementary and middle school teachers across three school divisions in Southeastern Virginia. Measures included teacher autonomy, work motivation, and intentions to leave one’s school or division and the teaching …
