The purpose of this co-authored dissertation was to understand equitable access of quality educational opportunities in St. Louis, Missouri. Through the following research, we present a better understanding of equity and access in education from a classroom level, on a school level, and finally, on a regional level. This review explores the expanding role of federal aid policy considered from a contemporary and social justice perspective. It highlights recent trends in aid policy as well as difficulties that arise from the current system. Next, the review takes up an analysis of current aid policy that carefully considers equity and efficiency as primary criteria for funding public higher education. Through a meticulous review of the most up-to-date literature and data it then moves on to new proposals to increase equity, efficiency, and effectiveness with an eye toward increasing access and attainment. Investing In Education: Impact Of Student Financial Stress On Self-Reported Health, Stephen Poplaski, Randy Kemnitz, Cliff A. Robb

Journal of Student Financial Aid

Through the lens of Human Capital theory, the role of financial aid (both amount and type) is explored in the context of student financial stress, and ultimately general student health. Data are taken from a sample of 232 students from a major Midwestern university who were surveyed about their financial attitudes, behavior and knowledge. The presence and amount of federal loans was associated with self-reported financial stress, and the validated stress measure was further associated with students’ self-reported health. A number of personal life events (i.e. job loss) were also associated with higher stress levels. Implications are discussed.

Changes In Hbcu Financial Aid And Student Enrollment After The Tightening Of Plus Credit Standards, Matthew T. Johnson, Julie Bruch, Brian Gill

We analyze changes in financial aid and student enrollment at historically Black colleges and universities (HBCUs) that occurred after the U.S. Department of Education increased the credit history requirements necessary to obtain Parent Loans for Undergraduate Students (PLUS). We use institution-level data to examine financial aid and enrollment changes in the first two academic years affected by the new credit standards (2012-13 and 2013-14). The results show that PLUS loans declined substantially at HBCUs in 2012-13, and the decreases were not fully replaced by other types of federal financial aid. HBCUs also experienced larger declines in enrollment than other institutions …

A Case Study Of Undergraduate Debt, Repayment Plans, And Postbaccalaureate Decision-Making Among Black Students At Hbcus, Dominique J. Baker

High payments and default on undergraduate debt have consequences; they are of national concern if aversion to debt deters students from making optimal postbaccalaureate decisions on postbaccalaureate educational aspirations, enrollment, and early-career occupation. I conducted two semi-structured interviews, near graduation and six months later, with six recent graduates of an HBCU who borrowed at some point in their undergraduate career and were required to complete federal exit counseling. I found that the relationship between undergraduate debt and postbaccalaureate decision-making is partially explained by the themes of timing and structure of information, family as a source of knowledge, comfort with the …

To meet the needs of increased enrollments in online education, part-time faculty are often hired to teach online courses. A Geographic Account Of Economic, Health, And Educational Disparities In Hartford’S Sheff Region, Casey D. Cobb

Humboldt Journal of Social Relations

In the current study, I use geographic techniques to examine the distribution of key housing, economic, health, and educational indicators in metropolitan Hartford. I focus in particular on factors that bear upon the lives of children in this area, also known as the Sheff region—a reference to the long-standing Sheff v. O’Neill school desegregation lawsuit. The results reveal substantial disparities in the geographic distribution of important resources and outcomes across the racially and economically stratified region. Despite earnest school desegregation efforts, the opportunities, access, and resources available to children in municipalities across the metro Hartford region remain starkly different. Children …

Negotiating The Great Recession: How Teacher Collective Bargaining Outcomes Change In Times Of Financial Duress, Katharine O. Strunk, Bradley D. Marianno

Educational Psychology, Leadership, and Higher Education Faculty Research

This article examines how teacher collective bargaining agreements (CBAs), teacher salaries, and class sizes changed during the Great Recession. Using a district-level data set of California teacher CBAs that includes measures of subarea contract strength and salaries from 2005–2006 and 2011–2012 tied to district-level longitudinal data, we estimate difference-in-difference models to examine bargaining outcomes for districts that should have been more or less fiscally constrained. We find that unions and administrators change critical elements of CBAs and district policy during times of fiscal duress. This includes increasing class sizes, reducing instructional time, and lowering base salaries to relieve financial pressures …

In education today, there is an increasing population of individuals who are d/Deaf/Hard of Hearing and English Learners (d/DHH/ELs). This population of students need innovative teaching strategies to achieve optimal outcomes. Schools are challenged with providing education to these students, and there are many barriers to overcome. Teachers receive little to no education on how to teach this combined population of learners. Students who are d/DHH/ELs arrive to the educational setting with many barriers that are present in both the school and home.

Limited research explores how school administrators learn the leadership skills, knowledge, and dispositions that will support young adolescents, particularly how administrators are prepared and credentialed to lead middle grades schools. The purpose of this research was to examine which states offered and/or required administrator credentials specific to middle grades and why states do or do not offer or require such credentialing. Analysis of the data indicates that states are moving away from specific credentialing for middle grades school administrators, with only one state still offering such a credential. The relationships between clients, headhunters, and candidates during the executive search process has not been researched using agency theory as the theoretical framework. This is puzzling, as the existence of common objectives and information asymmetries between these three parties make agency theory an ideal one to explain the interactions between them. We addressed this gap by developing six testable propositions for researchers. Practitioners may also benefit from the study as understanding the human assumptions in the process of executive recruitment may help increase the chances of achieving positive outcomes.

Objectives: Prior studies have noted that the number of PhDs in accounting are far below the number needed to meet program hiring needs. This paper reviews how the JD-CPA alternative credential is viewed by three academic accreditation bodies (SACS, ACBSP, and AACSB), the American Bar Association (ABA), and current accounting faculty at SACS-accredited institutions of higher education. Methods: An online survey was distributed to accounting educators at 439 institutions accredited by SACS, with 248 complete responses received.
