The purpose of this qualitative dissertation was to investigate how educational leaders sustain access to arts education programs using alternative budgetary resources for K-12 students in Pennsylvania Title I schools. This multiple case study provided analysis within and across Pennsylvania Title I schools to help fill a gap in the educational leadership literature regarding alternative budgeting strategies to meet programming needs. As schools mandated social and emotional learning goals for each GT student, support at the state level was limited. Certified staff members in a large suburban Illinois school district were involved in this study. Data were collected through the use of the Leadership Behavior Description Questionnaire Form XII (LBDQ Form XII) and the Organizational Climate Description Questionnaire (elementary OCDQ – RE, middle OCDQ – RM, and high school OCDQ –RS). This qualitative, phenomenological study was designed to learn more about how first-generation, minority community college students perceive the meaning, barriers, and value of developmental education. Five participants were interviewed in a semi-structured format. The results provided nuanced and personal accounts from students who revealed that developmental education affects their feelings of self-efficacy, that systemic financial challenges are consistent barriers to success, and that the connections between teachers and their students, or lack thereof, are perceived to have an impact on the usefulness of developmental education. This mixed-method study was conducted to investigate characteristics influencing the representation of Hispanic students in gifted programs across Florida K-12 school districts. Characteristics included school district enrollment, school district poverty level, school district percentage of minority students, grade level, and policies and practices relevant to gifted identification. Results showed a statistically significant positive relationship between school district enrollment and the percentage of Hispanic students identified for gifted education in 2016-2017, indicating that Hispanic gifted representation was higher in Grades 6-8 than in Grades K-5 or Grades 9-12. The purpose of this investigation was to determine if an online Teacher Education Program course could assist in the development of effective urban teacher characteristics of preservice teachers. The Urban Teacher Selection Interview was used to assess seven midrange functions that determine the dimensions of effective urban teaching. Results communicated that although the preservice teachers gained essential knowledge and skills in regards to urban teaching, a link could not be established between specific urban online course activities and the development of effective urban teacher characteristics.
