Commitment to a single, inclusive education system has been the aspiration of reform in education in a democratic South Africa as articulated in White Paper 6: Special needs education: Building an inclusive education and training system (Department of Education, 2001, referred to hereafter as White Paper 6). Within a ‘barriers to learning’ approach to inclusive education, progress is being made with improved facilities and the implementation of AIDS awareness programmes. One of the central goals of current education reform in this country has been to equalize learning opportunities and outcomes for all groups of children, including and especially those groups previously marginalized. With federal education reform mandates of the early twenty-first century, the work of schools is rigidly evaluated on evidence of achievement - not simply evidence of good processes and intentions. The purposes of this study were to develop and validate an instrument that measures the ethical climate of elementary schools. To create the Elementary School Ethical Climate Index (ESECI), we adapted the ethical climate index for middle and high schools. The ESECI assesses student and teacher interactions and relationships through the application of five ethical principles: respect for autonomy, nonmaleficence, beneficence, justice, and fidelity (Kitchener, 1984, 1985). To provide evidence of the ESECI’s reliability and validity we distributed the ESECI to the students and teachers/staff at one urban elementary school in a Midwestern city. Higher Education Institutes (HEIs) worldwide are investing increasing resources in strategic planning and self-study activities, in order to meet accountability and quality assurance requirements and to improve their performance. Despite this, little empirical research exists which can definitely answer the question as to whether these activities are effective in leading to improvements in institutional performance and organisational learning, let alone shed light on the reasons why.

Conventional wisdom in the literature attests to the importance of involving academic staff in strategic planning and self study programs but there is a lack of empirical evidence to substantiate this argument. This paper reports on the findings of an empirical investigation of the effectiveness of three strategic planning and three self study programs, undertaken in one Higher Education Institute (HEI), between 1997 and 2006. Effective institutional planning is vital to the ability of community colleges to deliberately respond to external and internal pressures to increase accountability and demonstrate institutional effectiveness. A significant indicator for assessing the effectiveness of a program review process is the use of the outcomes for other institutional purposes such as research, planning, and resource allocation—in other words, informed decision making.
