Equality of opportunity has been the most important organising principle in education policies in postwar Australia. Equality of opportunity was central to the expansion of publicly-funded education: the promise of upward social mobility through education had broad appeal. Equality of opportunity objectives are now being displaced by the newer and more limited concept of market equity. Equality of opportunity usually implies equality of the educational resources provided to each child, and sometimes goes further to mean positive discrimination in favour of the disadvantaged. This research concerns itself with Participatory Action Research in a hostile setting. The thrust is a sociotechnical one, with the intent being to enhance the capacity of the Wallop Public School System, Wallop, USA, to address its problem of racial disparate treatment of Black children. The potential for Organizational Learning among the school system's senior staff is studied. Some new theory about such hostile interventions is proposed. Data was collected by personal interviews from the principals of the thirteen Indian Valley Conference high schools. This study was conducted at Assumption High School, Assumption Community School District #9, Assumption, Illinois. The study encompassed those students in grades 9 through 12 for attendance purposes in the school year 1990-1991. The purpose of this field experience was to identify how the student teaching experience could be improved based upon recommendations by cooperating teachers, first year teachers and student teachers who completed a questionnaire. Each group was asked its opinions of the current status of the student teaching experience and how the process could be improved.

Cooperating teachers provided information relative to the special types of activities they conducted to better prepare student teachers for the profession. This master's project provided a teachers~ handbook to assist in establishing a cross-age tutoring program. In addition to a philosophy statement and a review of the literature, this project also .provided forms for implementing the program and materials for training the tutors. This manual was prepared for use in an elementary school setting and contains a step-by-step approach to establish a cross-age tutoring program.

The purpose of this study was to develop handbooks that examine the value of service-learning as a legitimate educational practice. Based on an analyses of current literature, this study shows that participation in service-learning projects helps young people develop positive attitudes toward community participation that continue into their adult lives. The rationale and objectives of school-wide service-learning programs are discussed. Some existing community projects involving elementary and secondary students are described. Criteria for the development of service-learning programs are considered.

This principal's guide presents two separate behavioral management systems used at the middle school level. The two systems are Lee Canter's Assertive Discipline and Budd Churchward's Honors Level Management. Canter's approach is effective in the classroom while Churchward's addresses total school environment. The purpose of this project was to develop an inservice program to increase the job related skills of paraprofessional classroom assistants and the human management and supervision skills of the classroom teachers with whom they work. To accomplish this purpose, the inservice training needs of class-size paraprofessionals and the classroom teachers were studied. An inservice training program was developed and implemented with twelve class-size paraprofessionals and twelve supervising teachers from selected elementary schools in the Auburn School District. The project reviews the nine components that make up the alternative programs for the Yakima School District: (1) Stanton, (2) Outreach, (3) Project 107, (4) MAS, (5) The Place, (6) Detention Home, (7) Crossroads, (8) Key-OIC and (9) Stride. A Comprehensive Community Relations Plan For The Sunnyside School District, Gary Street

An action planning team, composed of fifteen Sunnyside community members and school district personnel, created several comprehensive action plans designed to improve public relations within the district boundaries by increasing the interaction/involvement between the school district, parents, and community. The process for developing the plan was divided into five steps: 1) Strategy Analysis; 2) Information Gathering; 3) Action Plan Writing; 4) Cost Benefit Analysis; and 5) Presentation of the Action Plans.

The Uses And Effectiveness Of Computers In Educational Administration, Steven W. Warren

The purpose of this study was to assess the uses and effectiveness of computers in educational administration. Principals from the high schools of Washington State's Mid-Valley AA League responded to a questionnaire regarding the uses of computers in their buildings and the perceived effectiveness of computers used for administrative tasks. Survey results indicated that the majority of high schools in the Mid-Valley AA League have used computers for common administrative tasks, and principals found that these tasks were accomplished more effectively with a computer.
