This literature review outlines the evidence that underpins the development of a set of evidence-informed elaborations, or specific practices, that support student engagement and wellbeing across the 9 domains of the National School Improvement Tool (NSIT). These observable, measurable practices to support student engagement and wellbeing have been developed from a review of relevant literature in the areas of socio-emotional learning (SEL), health and wellbeing, student engagement and a sense of belonging, and motivations for engagement. This paper summarizes key learning insights from the 2023 U.S. Summit on Transformative Education organized by the Sustainable Development Solutions Network USA. Over 400 members from higher education institutions, non-governmental organizations, think tanks, students, and teachers, joined the online event held February 23-25. The Summit created a bridge between social justice issues with an historical lens and sustainable development. Learning insights include those shared by session speakers, dialogue among participants during thematic conversations and regional networking forums, comments made by attendees on session Jamboards and the Zoom Chat function, and post-Summit feedback. The purpose of this qualitative hermeneutic phenomenological study was to discover Chinese alumni’s perceived learning and the impacts of their undergraduate studies in the United States on their career goals and preparation. Using Vygotsky’s sociocultural theory and Knowles’ theory of andragogy as a theoretical framework, this study helped answer the central research question: How do Chinese students’ undergraduate experiences in the United States affect their career choices and planning? Sub-questions have further explored the participants’ relationship to academic and social engagement in college. Collective efficacy has become a prominent feature in educational policy and practice with growing evidence that a strong sense of collective efficacy amongst educators leads to better outcomes for students. With growing interest in the importance of collective efficacy and how to cultivate it, the Collective Efficacy Tracking Tool was created to address challenges associated with understanding, diagnosing, and developing collective efficacy. This Framework describes the development of the Collective Efficacy Tracking Tool, defining collective efficacy in a way that it can be operationalised to leverage improvement efforts. This study investigated the leadership roles and challenges senior international officers (SIOs) face in the internationalization of regional comprehensive universities in the United States. The study also explored senior international officers’ understanding of internationalization in the context of regional comprehensive universities, and the strategies they utilize to address the challenges they face. A qualitative approach, specifically an interpretive phenomenological analysis, was employed to conduct this research. Twelve in-depth interviews were conducted with SIOs from five U.S. regions: West, Midwest, South, Southeast, and Northwest. - The LEARNS Act:
- Increased the state’s minimum teacher salary from $36,000 to $50,000,
- Guaranteed all teachers a minimum raise of $2,000, and
- Removed the minimum teacher salary schedule and relaxed other salary schedule requirements in state law.
- Before LEARNS, starting teacher salaries in almost all school districts were below the new minimum salary of $50,000.
- The average entry-level teacher salary for those holding a bachelor’s degree was about $38,000, with 39% of districts paying the pre-LEARNS minimum salary of $36,000.
- Starting teacher salaries under LEARNS are now more equally distributed, with minimal variation across districts.

The COVID-19 pandemic heightened the tensions between rural community needs and politicized state-level school closure mandates. District leaders faced competing demands of meeting the basic needs of vulnerable families, supporting the mental health of students and teachers, protecting the health of all community members, and creating new opportunities for learning. This study examines how rural district leaders responded to these challenges through the lens of caring. This lens highlights how district leaders responded to their contexts, as well as their perceptions of student, family, and staff needs in ethically grounded and politically savvy ways. A Policy Monitoring Framework To Prepare For, Respond To, And Recover From Education In Emergencies, Pina Tarricone, Kemran Mestan, Ian Teo

The COVID-19 pandemic has highlighted how widespread emergencies can disrupt national education systems and schooling. To assist policy decision-making and monitoring, a rapid review of over 200 documents relating to education in emergencies (EiE) was conducted, with a specific focus on the COVID-19 pandemic. The purpose of the review is to support policymakers, largely in developing countries, to develop policies that promote education system resiliency with a focus on monitoring those policies.
