This study looked at what Black women in high‑level leadership roles are experiencing at predominantly White institutions in Texas and Florida now that diversity, equity, and inclusion (DEI) policies have been rolled back. Using Black feminist theory and intersectionality as the foundation, the research focused on how race and gender shape their leadership, their decision‑making, and the ways they navigate their careers. Through in‑depth interviews with 10 Black women in executive positions, the study uses a narrative approach to understand their stories. This institutional ethnography explores the implementation of vertical transfer policies in South Carolina, where community and technical college students face persistent barriers in transferring credits to four-year institutions. Despite the growing population of students who begin their academic careers at two-year colleges with aspirations for a bachelor’s degree, South Carolina lacked a formal, statewide transfer policy until 2023. This dissertation investigates how front-line professionals, such as transfer coordinators, transfer advisors, registrars, and other transfer personnel, interpret and implement new transfer policies in practice. This study aimed to understand the unique lived experiences of 10 Hispanic Latinas serving in leadership roles in 2-year community colleges in Texas. As the graduation rate of Hispanic women increases, institutions must identify mentorship programs that motivate women who continue to graduate to seek leadership positions within their institutions. Latine students make up 52% of the Denver Public Schools (DPS) population, yet only 23% of its teaching force is Latine. This imbalance has real implications for student experience and opportunity. In 2024, DPS commissioned the La Raza Report, which detailed challenges faced by Latine students and educators and called for systemic improvements. The findings highlighted a clear need to strengthen recruitment, retention, and culturally sustaining support for Latine educators.

As enrollment has grown, program quality has declined, evidenced by decreasing net promoter scores (NPS), rising student behavior incidents, and terminated district partnerships. Grounded in Bronfenbrenner’s ecological systems theory (1979), this mixed-methods study uses improvement science methodology to test systemic interventions that empower key user groups and enhance program effectiveness.
