However, research on the daily experiences of the special educators in alternate school settings tasked with educating the at-risk population, is limited. The local problem that prompted this study was declining student achievement scores in the 4th and 5th grades at a Title 1 elementary school in the southeastern U.S. As a result, school administrators initiated an environmental change from a self-contained classroom structure to departmentalization and team teaching for 4th and 5th grades. Understanding possible contributing factors of teacher attrition is important and necessary to retain effective teachers in schools. The purpose of this project study was to investigate how teacher job satisfaction, self-efficacy, and collective efficacy were related to their intent-to-leave. Locke's definition of job satisfaction and Bandura's theory of self-efficacy and collective efficacy provided the theoretical foundations for this study. Educational researchers contend that high-quality, sustaining teachers are critical to student success. However, few policymakers agree on the best way to improve teacher quality. Researchers outside of education found associations between employee engagement and job performance, which suggests that improving teacher work engagement may potentially improve teacher productivity. Engagement theories framed this correlational study; Kahn's engagement theory, Spector's job satisfaction theory and Meyer and Allen's organizational commitment theory. Teacher turnover has a significant effect on the overall success of schools. The use of comprehensive turnaround strategies such as the conservatorship process created a problem for a small Southeastern high school by affecting teacher retention rate. A qualitative approach was used to investigate how aspects of turnaround strategies influenced teacher morale, which may have contributed to the small Southeastern high school's lower than average teacher retention rate. In an urban, low-achieving district in the northeastern United States, a small school has adopted the Expeditionary Learning (EL) philosophy and pedagogical approaches to instruction. In an urban Title 1 school district, the average number of Grade 3-5 students who scored proficient or advanced on the state standardized assessment was 37.3% below Grade 3-5 students countywide and 19.4% below Grade 3-5 students statewide. Low mathematics scores may indicate a gap in practice that affects student achievement. Twenty percent of the 2013-2014 sophomore class at a Washington high school was failing high-stakes tests, making these students ineligible to graduate. In an attempt to help students identify their academic proficiency with respect to the Common Core Curricular Standards 9 months before the high-stakes exam, the high school recently introduced the adaptive diagnostic software i-Ready. Compared to their peers, low-income students are 90% less likely to graduate within 6 years and are more likely to drop out. At the local site, this problem is also evident in that the retention rate for the Fall 2014-15 cohort was 78.3%, but just 60.2% for those defined as low-income students.
