The purpose of this project was to design a resource manual for elementary school administrators that focused on programs and activities for parent and community involvement in elementary schools. This was accomplished by reviewing current literature and programs which emphasized school activities for parents and community members.

The purpose ofthis study was to recognize and extrapolate the major similarities and/or differences between the public education systems of the United States and the People's Republic of China. The researcher was primarily concerned with the examination of similarities and differences in origin, evolution, structure, organization, curriculum, funding, law and governmental regulations in Grades 1-12 school systems in the two countries. The researcher's analysis of the project was intended to provide other educators and researchers with a picture of the nature of the two school systems. There is no value judgement of either country's educational system in this comparative study.

A Process Model For Teacher Evaluation Of Education Administrators, Marla Caviness

The purpose of this project was to design and develop a process model for teacher evaluation of administrators. To accomplish this purpose, a review of current literature regarding evaluation of school administrators was conducted. Additional information from randomly selected school districts regarding evaluation of administrators was obtained and analyzed. Information from selected school districts regarding involvement of teachers in the process of administrator evaluation was also obtained.

The purpose of this project was to design a model uniform dress code policy for the student population of a selected middle/junior high level school district in Washington State. To accomplish this purpose, a review of current literature regarding student dress codes and policies was conducted. Additionally, related information from selected public schools currently using student uniforms was obtained and analyzed.

The purpose of this project was to develop a model resource handbook for use by athletic coaches, the athletic director, and school administrators in the Quillayute Valley School District at Forks, Washington. The purpose of this project was to plan and develop a comprehensive high school curriculum for Holy Savior High School (HSHS) Tienchung, Taiwan, Republic of China (R.O.C.). To accomplish this purpose, current research and literature related to comprehensive high school curricular and instructional development, both academic and vocationaltechnical, were reviewed, and recent legal regulations and directives of the Taiwan Provincial Government were considered.

After moving to a new master schedule that supported integrated teaching teams, specialist teachers at Mt. Baker Middle School, Auburn School District, Auburn, Washington, experienced a disparity in work load from teachers of core subjects. The writer set out to construct a modified master schedule for use at Mt. Baker that alleviated the concerns of specialist teachers while keeping integrated teaming intact. It is the intent of this project to create a handbook for the parents, students, and staff of Washougal Leaming Center in Washougal, Washington. This handbook was designed to both be consistent with current district, state, and federal guidelines, and communicate the policies and procedures of the Washougal Leaming Center to parents, students, and staff. The handbook was developed with input from staff of Washougal Leaming Center. Handbooks from various school in Washington were also review in the development of this project. Recommendations included an annual review of the handbook to ensure its validity and appropriateness.

Social skills deficits of students with serious behavior disabilities are often an obstacle to integration into the regular education system. Many of the most troublesome problems occur outside the classroom on the playground due to the lessened structure constraints of the playground environment. The purpose of this project was to design and develop a K-12 inservice, prevention, and intervention model to counteract gangs and youth violence. The purpose of this project was to determine the statistical relationship between the importance of clinical supervision practices and the frequency of their use. To accomplish this purpose, a review of the current literature and research regarding clinical supervision practices was conducted. In addition, seventy-five principals and assistant principals rated the importance and frequency of clinical supervision practices as identified in the literature. Implications for clinical supervision practitioners are discussed.

The purpose of this project was to compare the differences in extra-curricular activity programs of middle and junior high schools in Pierce County (WA). To accomplish this purpose a review of current literature and research regarding extracurricular activity programs was conducted. Thirty-nine selected middle and junior high schools were surveyed to determine which extra-curricular activities were offered at their schools.

Developing Handbook: South Central League Standard Operating Procedures, Allan A. Schele

The purpose of this project was to explore existing standard operating procedures of athletic leagues from around the State of Washington and to develop a Standard Operating Procedures Manual for use by the South Central "A" League of District IV of the Washington Interscholastic Activities Association. The results showed that although all leagues are required to have such a manual, the governing body of high school athletics, Washington Interscholastic Activities Association (W.I.A.A.), recommended that only five league handbooks be used as models toward the development of this project.

One School's Emergence Toward Participatory Decision Making, Terry W. Bloomquist

A look at the development of participatory decision making, in one high school, was described in this study from a historical perspective. Kent-Meridian High School, in the Kent School District, was the studied school. Between the years 1979 and 1992 KentMeridian had three principals with very different and distinct styles. During this time span the emergence of a shared decision model, called "Empowerment", developed as a result of faculty expectation and pressure. Conclusions, implications, and recommendations are discussed.

Communicating With Spanish-Speaking Parents: A Resource Handbook, Joni Lynn Britt

This project presents the development of a teacher handbook to facilitate teacher/school communication with Spanish-speaking parents. The handbook contains letters to parents in Spanish. Research of school-parent communications, and parent involvement, as well as a survey of elementary teachers was conducted. It was found that although communication with Spanish-speaking parents is often difficult, effective communication efforts promoted parent involvement and increased student achievement. The findings supported the need and benefit of a handbook of this nature. Recommendations for the implementation of the handbook are discussed.

The purpose of this study was to design and develop a model handbook of administrative and management procedures to guide secondary school instrumental music teachers and directors in the Prosser, Washington, School District. To accomplish this purpose, current research and literature on secondary instrumental music, and the administration and management of music programs was reviewed. Additionally, selected materials were obtained from secondary music programs of similar size in eastern Washington.

The focus of this project will be on the design of a transition program for special education students, ages 14- 21, enrolled at Cascade School District, Leavenworth, Washington. The need for and implementation of a community-based model for teaching language and communication skills to students with severe disabilities was studied. A guide was presented that includes a list of critical issues and solutions for a school district to consider prior to the implementation of a community-based instructional model. Suggestions and resources were included to be used by teachers to help make decisions about selecting appropriate instructional materials and strategies for teaching students with severe disabilities.

The purpose of this project was to create a handboook designed for use by primary teachers who are interested in learning more about Reading Recovery.
