Leadership And Management In The Academic Department: How Can Community And Bureaucracy Be Reconciled?, George Cheney

This article explores the tension between bureaucracy and community in academic departments, offering leadership as a means of reconciliation. Bureaucratic structures, rooted in Weber’s analysis, are critiqued for displacing goals with procedures, obscuring social purposes, and minimizing individuals. These issues are shown to be particularly relevant in higher education, where efficiency, specialization, and management often overshadow academic ideals. The discussion contrasts management, associated with control and manipulation, with leadership, defined as guidance, inspiration, and cooperation. Drawing on organizational theory, leadership is described as fostering communication, articulating shared purpose, and enlisting cooperation. This article examines political decision making in academic organizations, contrasting the rational-economic model with the realities of negotiation and bargaining in complex environments. It argues that limited information, conflicting goals, and interdependent subunits make purely rational decision making impractical, leading instead to “satisficing” outcomes shaped by coalitions and informal networks. The discussion highlights how leaders use influence, resource control, and interpersonal exchanges to stabilize authority and secure commitments. A set of practical negotiation rules is outlined, emphasizing strategies such as coalition building, impression management, strategic disclosure, patience, and maintaining options. Bringing Communication Scholars Together: Wise Or Foolish?, Erwin P. Bettinghouse

This article examines the question of whether communication-related disciplines should be merged into free-standing schools or colleges. It argues that the wisdom of such mergers depends on institutional type, the history and strength of the units involved, and the degree of intellectual similarity among them. Large universities with dominant arts and sciences colleges may disadvantage communication units if they separate, while smaller or more balanced institutions may provide opportunities for equal resource distribution. Why A College Of Communication And Fine Arts?, Richard R. Ranta

This article examines the rationale for creating a College of Communication and Fine Arts, using the case of Memphis State University as an example. It argues that combining communication and fine arts disciplines into one administrative unit provides advantages in administration, creativity, and efficiency. A separate college allowed norms for faculty loads, facilities, and nontraditional scholarly activities to be judged fairly, rather than against inappropriate benchmarks from larger arts and sciences colleges. The structure also fostered cooperation among previously competitive departments, leading to joint projects in theatre, journalism, music, and visual arts. Public and private institutions of higher learning coexist throughout the United States in a pattern of diversity that is unknown in any other postindustrial society — and Massachusetts is a prime example of U.S. pluralism in education. In an era of scarce resources and mounting costs, the contrary instincts for cooperation and competition are at work. This article is an account ofa voluntary attempt among private and public colleges and universities between 1973 and 1976 to forge a fragile partnership — the Massachusetts Public-Private Forum — which first flourished, then foundered. Academic failure is a problem in American schools all over the nation. Many factors play a part in the academic achievement of students. The purpose of this study is to investigate student academic failure among students from lower socio-economic status families as compared with students from families with a higher socio-economic status, with sub-groupings identifying students as to racial and ethnic backgrounds as well as those from single-parent homes. The test group for this survey is a group of four-hundred and forty eighth grade students from Goddard Junior High School in Midland, Texas. All students listed as "failing" failed one …
