The percentage of qualified African American senior military leaders is significantly lower than the percentage of African Americans serving in the enlisted ranks. With the changing demographics of the 21st century, increasing the number of African American Army officers is a practical as well a moral issue. The purpose of this mixed methods study was to understand African American cadets' perception of the Army Reserve Officer Training Corps (ROTC) Leadership Program and the impact of ROTC on their lives. In the best of times, emergency managers of athletic event venues struggle with the responsibilities of venue security. The possibility of terrorist threats exacerbates the situation, especially when security threats can involve a critical mass of spectators at an event. Emergency managers at the National Collegiate Athletic Association (NCAA) athletic venues were the focus of this study. The overarching research question examined whether the minimum core competencies and qualifications for NCAA emergency managers were perceived by the same managers as being sufficient and in alignment with the work that is expected of the position. Many of the roots of interdisciplinary educational policy implementation studies are anthropological. It follows that what constitutes an anthropology of educational policy implementation should be articulated. This chapter draws on the works of Bronislaw Malinowski, Frederick Erickson, and Joseph Maxwell, among many others to identity the anthropological contributions and prospective contributions to inquiry into the study of the interface between educational policy and practice.

We explore pedagogical moments reflecting the social justice inspired servant-leadership of Dr. Elam in her journey as a public intellectual. Using auto/biographical methods we examine critical moments in her work across contexts: conducting diversity workshops, providing professional development for principals and teachers, and leading district and regional interventions in response to court orders to racially desegregate. We focus her leadership through the lens of critical pedagogy. In the journey of Elam we find an expression of critical social justice leadership that is inspired and empowered by the values of public service, spirituality, and humanitarianism. This Article examines the appropriate balance between public and private enforcement of statutes seeking to distribute resources or social services to a socioeconomically diverse set of beneficiaries through a case study of the federal special education law, the Individuals with Disabilities Education Act (IDEA). It focuses particularly on the extent to which the Act’s enforcement regime sufficiently enforces the law for the poor. The Article responds to the frequent contention that private enforcement of statutory regimes is necessary to compensate for the shortcomings of public enforcement. This study examines the relationship between the level of spending on academic services per student-athlete for 22 athletic departments within the Division I structure and the recently established performance measure outlined in the National Collegiate Athletic Association (NCAA) Division I Academic Reform: the Academic Progress Rate (APR).

This study relied on data gathered on school identifiers and characteristics, student and teacher characteristics, and index scores of Kentucky public elementary schools, collected from 2001-2008 at the school level. An extensive literature review was completed in order to examine the effects of competition on public schools, both positive and negative.

This paper focused on the impact of public school competition on academic index scores in Kentucky school districts. Competition was measured in two ways: by the number of schools available per student in the district as well as the total district enrollment controlling for the total number of schools …

The certification of financial aid administrators has been debated for over 37 years. A job satisfaction survey conducted by the National Association of Student Financial Aid Administrators (NASFAA, 2008a) revealed that college and university administrators' perceptions of the efficiency, effectiveness, and quality of the services provided by the financial aid office have a direct effect on the job satisfaction of financial aid practitioners. The study also hinted at a possible link between these perceptions and the resources allocated to the financial aid office. Although all of the schools in the target school system adhere to a school improvement process, achievement scores remain mediocre or stagnant within the overseas school in Italy that serves children of United States armed service members. To address this problem, this study explored the target school's improvement process to discover how different stakeholder groups viewed that process. The aim of these investigations was to determine if different stakeholder groups' competing values hindered the school's improvement efforts. This review of the literature on the concept ally and ally identity development was inspired by a qualitative study exploring the identities and social justice values of prospective teachers of color. Although the participants in the original study never used the term ally, their narratives inspired me to characterize them as allies in the struggle for social justice education. However, a review of the literature on allies, as analyzed through critical race theory and critical discourse analysis, revealed emerging conceptualizations of ally as incongruent with minority identities as they position people of color at the periphery of this social justice …
