ABSTRACT

This dissertation is a critical action research study on full inclusion for students with learning disabilities. The study describes how full inclusion for 16 students with learning disabilities in three regular classes was implemented in an Illinois elementary school over a one year period. The purpose of this study is to describe how transformational leadership, collaborative decision-making and action research helped in the development of full inclusion.

An attendance policy was established at East Richland High School, East Richland Community Unit District #1, Olney, Illinois, prior to the 1991-92 school year. The intention of the policy was to counteract a trend of decreasing attendance rates. The purpose of this study was to provide information to the East Richland Community Unit Board of Education as to the effectiveness of the policy and to enable it to make a more informed decision as to whether or not to retain the policy. The main purpose of this field experience was to survey students who participated in Beck Area Vocational Center's Optional Education Program (OEP) in Red Bud, Illinois, to data needed to construct a profile of the typical at-risk youth within a 50-mile radius of Beck. This, in turn, would set the stage for the construction and implementation of an instrument that might be used to identify other potential at-risk youth at the high school level in the area.

This study was designed to research and statistically assess factors associated with the role of the superintendents in small school districts in the collective bargaining process. All superintendents of districts in Illinois that house either Pre-K through 12 or K through 12 enrollments of 400 to 1,000 located geographically south of Interstate 80 were surveyed. Of 140 superintendents issued surveys, there were 115 responses received. Two of the 115 responses were eliminated because their enrollment had increased to over 1,000. Thus, 113 school districts, or 80.7% out of 140, represented the sample. The survey sought demographic information and attitudinal statements …

In studies of the critical incidents that cause superintendent turnover (Grady and Bryant, 1991a; Grady and Bryant, 1991b; Grady and Bryant, 1991c), we became aware of the "early leaver" phenomenon in the profession. This phenomenon has caused us to question early leavers about their incentives for staying in or leaving the superintendency.

Compulsory education is a deep taproot in the history of our country and is at the heart of our educational system. Since Thomas Jefferson's presentation of the "Bill for the General Diffusion of Knowledge" in 1775, we have made compulsory education a central focus of our society.

Initially, Jefferson's proposal called for mandatory education for all children for three years. In the 1700s, a year of schooling was not the same as a year of schooling in the 19005. Jefferson's proposal required schooling in reading, writing, and ciphering so that an individual was capable of conducting daily business affairs.

This thesis documents the implications of the Ashenden proposal for the work of teacher librarians in particular, and teachers in general. The participants are eight practising teacher librarians ‘in charge', from Perth metropolitan secondary schools. Data for this qualitative study was collected through semi-structured interviews and analysed using the constant comparative method. The study identifies the main strength of Ashenden's proposal as his orientation\ towards the professional ideology of teachers which implies trust in the professional intentions, knowledge and discretionary judgements of teachers. Districts must provide successful cost-effective programs for students who are failing. One method that has proven both cost effective and successful is tutoring by staff, community volunteers, and students. The study investigated the tutoring practices in 45 schools and large unit districts in Illinois. As implemented, neither peer nor cross-age tutoring followed a predictable pattern. Results indicated that the most comon type of tutoring was after-school with remedial activities focusing on math and reading and taught by certified staff. Disproportionate numbers of black students do poorly on standardized tests; strategies to improve American education thus frequently target inner-city schools. These strategies often have an unrecognized affirmative action component. A search for more minority students or teachers is clearly an affirmative action effort. But the elimination of all tracking or competency grouping is another matter. Normally viewed as nothing more than a pedagogical strategy, it, like other affirmative action efforts, amounts to a conscious effort to alter the low-track status of minority pupils. This article restates the underlying rationale for the importance of high-quality K-12 public education. The author describes some of the difficulties reformers encounter in engendering support for and determining the most cogent elements of reform. The differences between the aims and capabilities of school-business partnerships, which essentially assist the current system, and systemic reform, which aims to change the system, led to the formation of the Massachusetts Business Alliance for Education. Rennie summarizes the process followed by MBAE in developing a framework for reform and meeting its objectives.

In American high schools, students are sorted into three "tracks" to cluster resources for students of similar abilities and interests. Much is known about the high track student, and especially in the past decade, the low track or "at-risk" student. However, the middle track--or marginally achieving student--has been largely overlooked in the literature.
