Many issues exist in the public school system in the United States today. The main problems are: 1) American students are performing below their peers in other developed nations; 2) American high school graduates have trouble competing in the global economy; 3) Large achievement gaps exist between subgroups of American students. One of the many recommended policy solutions is to create charter schools to induce innovation and competition into the public school system.

Performance measures have been used throughout the business sector as a means to assess productivity, allocate resources, and increase profitability. More recently, they have been utilized to answer increasing calls for accountability in public education. Legislation has been passed in both the United Kingdom and the United States that implements performance measures as a means to measure student achievement and assess school performance. This study, conducted both in the United States and the United Kingdom, examined the perceptions of 15 primary and 15 elementary school leaders with regard to the transnational issue of school performance measures.

The purpose of this study was to determine if the teachers in Sullivan County perceive that principals used the same leadership practices as the principals reported they use.

The researcher used the survey method of data collection in which 897 teachers were given the opportunity to participate and 576 teachers returned completed surveys (63.2%). In addition, 29 out of 29 principals participated in the research (100%). The Leadership Practices Inventory (LPI) (Kouzes & Posner, 2003a) was used to gather information regarding the principals' leadership practices. The purpose of this quantitative study was to examine the perceptions and attitudes of Sullivan County, Tennessee, K-12 administrators regarding harassment and the associated legal liability. The study also ascertained the attitudes of the administrators pertaining to various forms of student-to-student harassment in their schools, collected data regarding their perceptions of the effectiveness of mandated anti-harassment measures, and examined administrators' attitudes toward the need for more harassment-avoidance training.

The purposes of this study were to 1) determine how principals use student achievement data to initiate school improvement, and 2) examine the relationship between test scores and how change is influenced in schools. The study surveyed 262 principals of Title I elementary schools with a kindergarten through fifth grade configuration regarding data usage and their perception of change. 2004-2005 IS TEP+ percent mastery scores were utilized to determine the top and bottom performing schools for the data usage portion of the study. In this paper, the author establishes that high schools are abandoning the Core-Plus Mathematics curriculum and determines the need for curricular reform and the motivation to develop such standards-based programs. She discovers that although Core- Plus is a nationally recognized, exemplary mathematics curriculum, school districts are deciding to discontinue the curricular option of Core-Plus. The author reviewed literature and interviewed teachers from schools that have recently decided to abandon Core-Plus in attempt to determine factors leading to these decisions. The purposes of this evaluation were to (a) ascertain the present status of the Honor Code at Cherry Hill High School East by conducting surveys and focus groups; and (b) make recommendations for improvement of the Code, after an analysis of the feedback. Students, staff, and parents were surveyed using an open-ended question survey technique. Focus groups of these same constituents allowed for a more in-depth analysis of perceptions, feelings, and ideas about the Code. The purpose of this study was to analyze the results of New Jersey's March 2004 High School Proficiency Assessment (HSPA) and the 2001 Grade Eight Proficiency Assessment (GEPA) to recommend remediation opportunities for high school students with special needs. Student demographics and content area scores on the GEPA and HSPA were collected. The population included: special education students who took the March 2004 HSPA test, five mathematics and language arts special education teachers, and five Child Study Team members. This study will include research, professional development workshops on inclusion, and evaluation surveys. The purpose of this study was to determine the effectiveness of mentoring at-risk students in grades 1-5 (n=19) using action research. Students were partnered with teachers who volunteered for the study. Data regarding frequency and duration of contact, changes in academic, social, and behavioral skills, in student perceptions of school, and reactions of the mentors was collected for five months. Mentors and mentees defined their experiences of working together. The experiences for the mentors ranged from positive to negative. All mentees reported positive feelings. Mentors, mentees, and classroom teachers provided input into the strengths and weaknesses of the mentoring program. …

The purpose of this study was to evaluate the effectiveness of the Upper Deerfield Township School District's new math programs to determine if the standards-based curriculum purchased three years ago has had an impact on standardized test scores. The district's ESPA/NJ ASK and GEPA standardized test scores in math from 2002, 2003, and 2004 were analyzed and six teachers were interviewed to determine if there was a correlation between hands-on instruction and higher student achievement on standardized tests.
