Twenty-first century schools are complex organizations that serve individual students’ needs while meeting accountability and assessment demands. Effective leadership balances these diverse responsibilities through collective work of the shareholders in order to assure high levels of learning for all.

This qualitative study examined Response to Intervention (RTI) implementation in two high performing high schools in Kentucky. Both schools were classified as distinguished on the 2014-15 Kentucky School Report Card. One school has a long-standing tradition of high performance. This thesis explores the potential of Bronfenbrenner’s Bio-ecological Model of Human Development (Bronfenbrenner and Morris, 2006) as a framework for theory and research in psychology, sociology and education. It draws on other well-known conceptual approaches, particularly Bourdieu’s theories of social reproduction, habitus, field and cultural capital, investigating points of theoretical enhancement and synthesis. This culminates in the development of eight Propositions for a Bio-ecological Framework. This study examined the summer program offered by a pre-kindergarten through grade twelve independent school. Three levels of theory, individual, group, and organizational, were utilized to analyze the experiences of students and instructors. The variety of opportunities and instructional design elements, the intentional alignment to the traditional school year, collegial discussions connecting summer learning and the school year, and evidence of the school’s mission were examined.
