Problem. This study was designed to evaluate the use of the informal reading inventory in a fifth grade classroom of 29 students in the Northeast Heights of Albuquerque. The emphasis of the study was placed on finding the instructional reading levels of the children. The informal reading inventory the Nelson Reading Test, and teacher grouping were used in an effort to determine the instructional reading levels of the children and then a comparison made of the three means of evaluation.

The informal reading inventory was explored in conjunction with: (1) the teacher assigned reading level, (2) the cloze procedure to evaluate comprehension, and (3) the rate of silent and oral reading. Sixty children in grades two through six were given the informal reading inventory to determine their independent, instructional, and frustration levels. The children were also given written cloze tests on the basis of their school assigned grade level to evaluate their independent, instructional, and frustration levels. Using a sample of 394 student subjects and six teachers, the author sought to prove the hypothesis that highly independent students would achieve a higher degree of pupil growth in mathematics mastery than would highly conforming students when both groups were under the teaching influence of high flexibility teachers. The California Psychological Inventory (CPI) by Harrison G. Gough was the test instrument selected to test student independence (Achievement via Independence Scale -- A_i), and teacher flexibility (Flexibility Scale -- F_x). To test the hypothesis that critical thinking skills and attitudes could be improved through instruction, 61 subjects were given a series of tests before and after instruction in open-mindedness, distinguishing fact from opinion, and drawing accurate conclusions from given information. No control group was used. Instruction involved the use of charts, a flannel board, stories, pencil and paper activities, and films. The "t" test revealed differences between all pre and post-test means to be significant at the one percent level of confidence. Since 1964, federal funds under Title II, Part B of the Economic Opportunity Act, and more recently under Title III, Public Law 89-750 in the Amendments of the Elementary and Secondary Education Act of 1965, have been procured for the teaching of adults. Because of its relative newness no studies have been made in New Mexico which have identified the goals and motivations of the adult students who are participating in this program.

The Santa Fe Public Schools have recently experienced an educational change. The formal organizational 'structure of the secondary curriculum has been changed from a one-track to a four-track system of comprehensive education. This change received official board approval on March 16, 1965.

Undoubtedly, the local Board of Education was convinced that 0anta Fe needed a four-track organizational structure in its secondary schools. How was the change brought about? Who was involved? Was it planned change? If so, what principles or steps were followed in the change process? These are just a few of the questions which prompted this study.
