A Review Of Year 2 Lcaps: A Weak Response To English Learners, Laurie Olsen Ph.D., Director, Elvira G. Armas Ed.D., Director, Magaly Lavadenz Ph.D., Professor

A panel of 32 reviewers analyzed the Local Control and Accountability Plans (LCAPs) of same sample of 29 districts for the second year of implementation of the 2013 California Local Control Funding Formula (LCFF). Using the same four questions as the Year 1 report, the Year 2 analysis also addresses the key differences between first and second-year LCAPs. Key findings from the Year 2 LCAPs review include: (1) similarly weak responses to the needs of ELs by LEAs in Year 2; (2) some improvement in clarity about services provided to ELs in some areas, though most evidence was weak; (3) …

The position of public school superintendent has experienced both a redefinition and a rebirth in its criticality. With increased accountability due to the shifting public school “Back to Basics” educational perspective in the 1980s, the launch of the No Child Left Behind Act (NCLB) in 2001, and the signing of the Every Student Succeeds Act (ESSA) in 2015 by President Barack Obama, the role of superintendent has seen a shift from that of an organizational manager to that of an instructional leader.

A New Reality: Funding Formula Changes And Property Tax Caps And Their Effects On The Role Of The School Superintendent In The State Of Indiana, Patrick L. Gentry

The purpose of this qualitative study was to discover how school superintendents were using general fund referenda to meet their school district’s operational budgets. However, after interviews began it became clear that the superintendents wanted to tell a different story and that was how the current school funding mechanism and property tax caps has changed the job of the school superintendent. The research consisted of one-on-one guided interviews of a mixed qualitative methods framework combining theories of hermeneutics and phenomenology. As pressures continue for colleges and universities to find new ways of doing business, the calls for change heighten and the potential for conflict ensues. The purpose of the research study was to explore change as conflict via an exploration of organizational change related to preferred cognitive style, as measured by the Kirton Adaption-Innovation (KAI) instrument, and conflict management style, as measured by the Rahim Organizational Conflict Inventory-II (ROCI-II) instrument. The two instruments were administered to 72 university administrators at a large flagship university. The decline in funding allocations to state-supported institutions of higher education (IHEs) in Kentucky has compelled these universities to secure alternate forms of funding to support their capacity to meet public expectations. These other funding streams include increasing enrollment numbers, securing philanthropic support, and acquiring sponsored funding for research projects and programs. While smaller statesupported IHEs face resource and credibility challenges in their pursuit to expand external funding activity, these Emerging Research Institutions (ERIs) continue to strategically bolster their respective research enterprises amid shrinking budgets and increased competition for external funds. Teacher retention rates are staggeringly low across the United States. Nearly 20% of public school teachers leave their position from one year to the next, a majority of schools have a turnover rate of 50% every three years, and over 50% of teachers leave the education field within the first five years of employment. This retention problem impacts all type of public school systems—urban, suburban, and rural school districts.

This is a mixed methods study looking at the perception of student affairs administrators on the value of student academic organizations as a retention technique at historically black colleges and universities. The study is based on survey responses from administrators throughout the United States utilizing a researcher developed survey tool. Despite long standing research, findings suggest that administrators perceive some value in such organizations, although they are not administrator’s first choice as a retention technique. Beginning with the 2016-2017 school year, the Texas Education Agency (TEA) has mandated school principals begin appraising teachers the new Teacher Evaluation and Support System (T-TESS). Central to this new instrument is the necessity for principals and other appraisers to improve professional practice through the reciprocal interaction, open dialogue, and continuous learning inherent to coaching. While the T-TESS rubric provides a structured process for the TEA’s vision of what coaching should look like, that vision lacks the inclusion of the soft skills we know are needed for effective success coaching and healthy school environments. A new organization often encounters the “liability of newness” that increases its chance of failing as a start-up enterprise (Freeman et al, 1983). New organizations located in a foreign country also face the “liability of foreignness” (Zaheer & Mosakowski, 1997). By gaining legitimacy, organizations can obtain the resources they need to become sustainable. The liabilities of newness and foreignness aptly describe the international branch campuses that have been set up in China.

This article explores the First-Year Experience movement’s origins and influence on curricular and co-curricular practice in higher education. The First-Year Experience movement is historically based in the civil rights era of the 1960s and early 1970s. In response to the social unrest on college campuses, administrators at the University of South Carolina sought to humanize the college experience, particularly for first-year students. The resulting first-year seminar course led to the development of a national resource center which has provided models of practice for excellence in teaching, assessment, and training for many universities in the United States, as well as internationally. …

Mixed Signals: The Effects Of Cell Phones On College Student Involvement, David M. Chizum

American college students lead the United States of America in cell phone use. This study utilized a phenomenological qualitative methodology to learn the lived experience of college student cell phone users and the effects of cell phones on co-curricular learning, per Alexander Astin’s (1986) theory of involvement. The rapid rise and evolution of the cell phone impacts student behavior and learning. The results of the study indicated that cell phones promote student participation with peers and on-campus programs, but are unlikely to affect involvement with faculty or staff. Lesbian, gay, bisexual, transgender, and queer/questioning students (LGBTQ) face unique challenges during their university or college careers, and while society has generally become more accepting of sexual and gender minorities (SGM) over the past decade, students still often face chilly or outright hostile campus climates, as well as institutional and departmental policies and practices that create barriers to their learning and feeling of belonging in their classrooms and on their campuses. Numerous studies document Black student and faculty underrepresentation in higher education and the obstacles blocking their access to the classroom either as students or as instructors. As Black women students work toward graduate degrees, Black women administrators are needed so these students can see their identity reflected in their academic leaders.

There are more than 40 higher education systems across the United States enrolling more than 5.6 million students. Literature on higher education systems is well-documented; however, variations in system structures and governance are apparent. The limited research on governance in community college systems merits examination. This study explored presidential decision making in the Kentucky Community and Technical College System using quantitative and qualitative procedures. Nearly two-thirds of undergraduate college students within the United States fail to graduate within six years because they are unprepared for postsecondary education. Thus, many states have embarked on policy reform movements centered on college and career readiness for all high school graduates. This study focused on Kentucky’s efforts to implement four key initiatives—accelerated learning, secondary interventions, college and career readiness advising, and persistence to graduation—resulting from sweeping reform policies enacted in 2009 by the Kentucky General Assembly.
