With over 63% of its students living in poverty, the state of Arkansas has a challenge when it comes to equitable funding and opportunities for its students. One funding mechanism that has been in place in Arkansas for over 20 years now is a categorical funding allocation known as Enhanced Student Achievement Funds (ESA). School districts receive these funds based on their percentage of students in poverty. While this weighted student funding model of allocating more funds to identified characteristics has been in place in Arkansas for over two decades, little research exists to gauge whether these allocation mechanisms successfully …

Families are the ultimate recipients of the effects of policy, but seldom get a seat at the policymaking table. This study investigated how parents perceive the impacts of unequal teacher compensation policies on New York City’s (NYC) Universal Pre-K (UPK) expansion. Utilizing Bronfenbrenner's (1979) ecological systems theory and Schneider and Ingram’s (1993) theory of social construction and policy design to create a rich conceptual framework, this qualitative study analyzed parents' voices through document and social media discourse analysis expanding from 2014 to 2021, and semi-structured interviews (n=15). Throughout this thesis I confront inequity in its pervasive and far-reaching form of American K-12 school finance. By analyzing the inequitable school funding practices of funding formulas and debt repayment structures, I explore how past and present-day school funding practices have evolved through the values and modes of racial capitalism and more recently, neoliberalism. Through Critical Action Research, I challenge the hegemonic hold racial capitalism and neoliberalism have on school funding by critiquing the educational practices and relations it helps produce. This study aims to explore the complex implications of declining birth rates on the economy, focusing on GDP per capita as a crucial metric, and aims to uncover both potential opportunities and challenges stemming from this demographic transformation using regression analysis. Using a quantitative methodology and secondary data from OECD.stat, World Population Review, and World Bank, the study explores the relationship between declining birth rates and economic impacts. For 20 years, Arkansas school districts have been required to provide access to advanced coursework through Advanced Placement (AP) and Concurrent Enrollment (CE) courses. Despite universal access, we find that enrollment in AP or CE courses still varies across students’ demographic groups. However, the findings also highlight improved postsecondary outcomes for several student groups.

From October 1-December 31, 2021, the Virtual Library of Virginia (VIVA) conducted a survey of students at Virginia colleges and universities. More than 5,600 valid student responses from 41 institutions were received, reflecting an overall response rate of 10%. The largest response (58.5%) was from doctoral institutions, with private, two-year, and four-year institutions responding at 12-14%. The Bard Prison Initiative (BPI) currently operates full-tuition scholarship Bard College degree programs across seven New York State prisons, three Microcollege campuses created in partnership with community-based institutions, and on the Annandale campus of Bard College, where adult students are completing degrees through the BardBac. Since 2005 when the first degrees were granted to BPI students, the program has issued over 5,000 credits and more than 700 degrees.

This dataset contains findings from a 2023 survey conducted by the Creative Arts, Social Sciences, and Humanities (CASSH) affinity group within NORDP, which examined institutionally funded internal grant programs supporting CASSH faculty. With federal support for the arts and humanities declining in 2025, internal funding mechanisms have become increasingly vital. The survey, distributed to 66 CASSH members, yielded 24 responses describing 48 internal grant programs across R1 and R2/baccalaureate institutions. Key findings include median grant size, average program staff size, and tools and practices used to evaluate program impact.

This qualitative phenomenological study examined the results of semi-structured interviews conducted with six parenting adult learners (ParentALs) enrolled in three public two-year community colleges in the United States. This study investigated the problem of a lack of understanding of the experiences of ParentALs enrolled in community colleges. The purpose of this study was to examine how the lived experiences of ParentALs enrolled in community colleges may influence their persistence. Owen Kiernan was born on March 9, 1914, in Randolph, Massachusetts. Kiernan graduated from Bridgewater State University in 1935 (known then as Bridgewater State Teachers College) and went on to get his masters at Boston University and his Doctorate at Harvard. Kiernan participated in baseball and basketball while at Bridgewater State and was inducted into the school’s Athletic Hall of Fame in 1989. After graduating from Bridgewater State in 1935, Kiernan kept a strong connection to the school for the rest of his life.

Kiernan became the Massachusetts Commissioner of Education in 1957. He would stay in that role until …
