Preparing Teachers To Be Leaders: Barriers In The Workplace, Theodore J. Kowalski

Efforts to prepare teachers to be leaders are often impeded by a number of barriers in society and schools. Obstacles in the workplace are largely products of organizational cultures and climates that place teachers in subordinate roles. The argument is made that consideration of these barriers must be incorporated into revisions of teacher education curricula.

The purpose of this study was to ascertain how enrollment and financial factors affect tuition at public comprehensive universities and colleges, and to determine the relative influences that these factors are likely to have on future tuition levels.

The study methodology included the analysis of 4 years of tuition, enrollment, and financial data for fiscal years 1987 through 1990 of public comprehensive universities and colleges located within the contiguous 48 states of the United States. In each of the 4 years being studied, approximately 300 institutions completed the IPEDS surveys to allow them to be included in the study.

The status of economic education in Michigan elementary schools was examined to describe the level of programs in districts of differing state equalized valuation per state aid member (SEV), size, or stratifications by geographic region and community type. In addition, constraints and needs for curriculum development were identified and the status of economic education in Michigan elementary schools was compared to standards set by the Michigan Economic Education Council. A 15-item questionnaire was used to survey a random stratified sample of 178 principals to provide information regarding program configuration, concepts, materials, leadership, and constraints of implementation. This study sought to determine if there are any "cultural" or economic level patterns of behavior in responding to tasks involving categorizing pictures and recalling general knowledge. The Daberon School Headiness Device (1972), which contains subtests for general knowledge and categorization, was used to assess four groups of children: 1) lower-SES white, 2) lower-SES black, 3) middle-SES white, and 4) middle-SES black. This study involved thirty black and thirty white children between the ages of five years and five years, eleven months. All subjects were screened to determine race, age, auditory acuity, speech intelligibility, subject cooperation, and socioeconomic status (SES). …

Massive Federal expenditures for science research and development have been commonplace since World War II and the spectacular technical success of the Manhattan project. Shortly after the war the case for continued government support of basic science research was made by Vannevar Bush (1945) and others; the major organization which grew out of this Federal concern was the National Science Foundation. Subsequently the late fifties (and the voyage of Sputnik) saw science education become a national priority. That period spawned a wide array of measures in support of science education, e.g., the National Defense Education Act.

Pupil transportation is coming to be considered an indispensable service in the West Virginia school systems. In the year 1941-42 more than 132,885 pupils were transported to and from West Virginia schools daily. This was an increase of 77,886 over the number transported in 1932-33 or an increase of about 8,660 annually.

The average daily attendance in the public elementary and secondary schools of West Virginia for the year 1941-42 and 395, 065 which shows that 33.63 per cent of all the pupils attending the public school were transported at public expense. The sum of $2,142,943.40 was spent for transportation, …
