This issue brief is the third and final in a series published by the Metropolitan Educational Research Consortium (MERC) addressing digital equity in K-12 schools. It examines research regarding students’ use of and outcomes related to technology. Research finds that inequities exist in use and outcomes for students based on gender, language, ability, race, SES and other sociocultural factors. Based on these inequities, theoretical and practical recommendations are discussed.

Since the early 1900s, educational leaders and policymakers looked to consolidation as a way for rural schools and school systems to overcome financial challenges and improve the educational experiences for students. Stakeholders were met with conflicting claims about the effects of school and system consolidation. Proponents of consolidation claimed a consolidation would provide students with more curricular and extracurricular options by way of financial savings experienced from economies of scale, while opponents of consolidation claimed the consolidation would not relieve financial stress but would risk more behavioral problems and a loss of community identity. The intent of this paper is to provide a mixed-methods audit of professional development provided to K-12 school leadership in Virginia's diverse landscape to include identification of providers, funding, effectiveness, and expectations.

In the Commonwealth of Virginia, geographical, political, and socio-economical differences across 132 school divisions cause variability in leaders' experiences with professional development. A mixed-methods approach was used, including a review of current literature, an online survey, virtual interviews, and virtual focus group discussions. This qualitative research study used a phenomenological perspective to describe the perceptions of classroom behavioral challenges experienced by Hispanic young adult males who grew up without a constant paternal figure. The purpose of the study was to discover the essence of the effects of father absence on Hispanic males’ educational experiences to inform both parents and educators of the internalized and externalized classroom behaviors. A goal of historic and current educational policy in American public schools has been to increase middle school student completion of Algebra I. The purpose of this study was to investigate equitable strategies for mathematics acceleration of diverse populations of middle school students. The context of this inquiry was a mid-sized school district that offers accelerated mathematics pathways to select middle school students throughout the district. This qualitative study examines the immediate and lasting impact of liberal arts higher education in prison from the perspective of former college-in-prison students from the Northeastern United States. Findings obtained through semi-structured interviews with formerly incarcerated people are presented in the following three areas: self-confidence and agency, interpersonal relationships, and capacity for civic leadership. This study further examines former students’ reflections on the relationship between education and human transformation and begins to benchmark college programming with attention to the potential for such transformation. However, police involved shootings in Ferguson, Missouri, and Baltimore, followed by the 2016 summer of violence with the mass shooting in Orlando and more police-involved shootings in New York, Chicago, Minnesota, and Texas, dramatically changed the culture at Research University. During the 2016-17 academic year, Research University student organizations hosted more than 25 campus protests and demonstrations—relatively few compared to other institutions, but a large increase for our campus community. Thurgood Marshall Academic High School, located in San Francisco’s Bayview, Hunters Point, scored the third lowest in the most recent Academic Performance Index (API) Report. Based on the median household income, the Bayview is a low-income community and according to San Francisco data, is a high crime neighborhood. The odds are against Marshall to provide exceptional service to their students, but it once did.
