California remains a populous and diverse state composed of more than 39 million residents (Census.gov, 2021). Serving such a diverse population can create challenges, especially in the education system. California has the largest community college system in the United States; this 117-community college system attempts to facilitate educational success for all students, regardless of their ethnicity. The dearth of research on Filipino/a/x American (FilAm) community college students perpetuates the narrative that they are regarded as “invisible,” receiving limited academic and social support. The outbreak of the COVID-19 pandemic and the subsequent violence and discrimination against Asian Americans and Pacific Islanders (AAPI) has exacerbated the already distressing academic and racialized experiences of FilAm students.

In this qualitative study, nine FilAm students who attended a community college in the Western United States participated in an online photovoice project which visualized their personal reflections and specific academic needs through digital photos and written narratives. The purpose of this study was to analyze the laws and regulations regarding the inclusion of students with disabilities in selected Mexican universities. Seven public autonomous universities on the northern border of Mexico were selected for participation. Official documents were reviewed and administrators were surveyed to determine the extent to which federal legislation requiring inclusion was implemented at their respective institutions. Faculty members of psychology were also surveyed regarding the guarantees and accommodations provided by their institutions and the effectiveness of those efforts. Access to U.S. higher education for undocumented students has been challenging over the years despite recent legislative and organizational changes that have afforded some the opportunity to enroll in post-secondary institutions (Conger & Chellman, 2013; Juárez, 2017; Pérez, 2010). Of the approximately 65,000 undocumented students who graduate from high schools across the country every year, only 7,000-13,000 enroll in post-secondary institutions annually (Gildersleeve & Hernandez, 2012; Muñoz, 2013). Therefore, a call was made for the use of multicultural competencies in counselor preparation programs. Yet, the popularization of multicultural competencies of this time in education had a Eurocentric bent, a kind of colorblindness

Background: Latina/o/x students who persist to college are likely to enter through community college (Contreras & Contreras, 2018) and until the enactment of California Assembly Bill 705, would have been susceptible to placement in developmental education courses (Rodriguez, Cuellar Mejia, & Johnson, 2018). The implementation of AB 705 shifted the requirements for new student placement in all 115 California Community Colleges. Currently, Latinas are the fastest growing population in the United States and comprise one-fifth of the female population (Roach, 2015). It is estimated that by the year 2060 Latinas will make up one-third of the females in the US (Roach, 2015). Gandara (2015) suggests there are several potential barriers that are holding back Latinas from academic and professional success. The student population of the Southern California community college used for this study was just over 10,000 students in 2011. While retention rates for all community college students are a matter of concern, retention rates for Basic Skills students are particularly alarming. The college used for this study reports that 97% of their students assessed into developmental education courses. Currently, California community colleges are working towards implementing several types of intervention strategies with the objective of positively influencing Basic Skill student persistence.
