All across the U.S. student populations are evolving to reflect the increase in diversity. These students are culturally, linguistically, and economically diverse in nature (CLED). Apart from the health field, cultural competence has not been widely assessed in the education field. A purposeful sample of 362 K-12 teachers, who served 50% or more of CLED students, were administered the Educator Cultural Proficiency Insight Tool (ECPIT). The purpose of this research was two-fold: (a) develop and validate the ECPIT and (b) examine the demographic differences regarding levels of cultural proficiency of current educators. This study examines the perceptions of ESOL teachers in Georgia regarding their school leaders’ cultural proficiency in working with diverse learners. The hypothesis is that school leaders must embrace diversity within the school they supervise by promoting language learning and academic success through engagement and discourse, establishing a relationship with diverse students and their families, and show a vested interest in language learning programs. This exploratory study investigated teachers' cultural competency and their students' engagement within international high schools located in Hong Kong. Cultural competency is defined as a combination of knowledge about cultural groups as well as attitudes towards and skills for dealing with cultural diversity (Betancourt, 2003). The literature indicates that cultural competency will continue to play an increasingly important role in the professional work place as culturally diverse people become more interdependent. When examining the classroom experience, cultural competency equates to a teacher's ability to successfully instruct and engage culturally different students.
