Purpose: The purpose of this phenomenological study was to identify, describe, and recommend the specific cross-linguistic connection instructional strategies that teachers in TWBI 90/10 programs have found to be most effective for fostering language and literacy development.

Methodology: This qualitative phenomenological study explored how teachers of TWBI 90/10 programs perceived the use of specific cross-linguistic connection instructional strategies to better serve emergent bilingual learners (EBLs) and what implications cross-linguistic connections had on dual language instruction. The five Latino parents in the three ethnographic case studies presented in this document were experienced with stepping into third space zones of discomfort as undocumented immigrants unwelcome to the United States. They could have chosen to remain silent and invisible. Instead, they entered third space visibility that amplified their presence and voice as immigration reform activists. They recognized and accepted the risks of amplified outspoken visibility: possible deportation and family separation. They also acknowledged the risks of silent submission and invisibility: vulnerability to exploitation and generational disempowerment. This senior capstone research project examines the many different bilingual elementary programs in the tri-county area where there is a large Latino and Hispanic population. Although the Latino and Hispanic population is one of the fastest growing populations, there are not many bilingual programs to serve them in the tri-county area. This senior capstone investigates the successful bilingual education programs in Santa Cruz, Monterey and Salinas through the use of literature review and surveys. The results reveal the multiple factors that make bilingual education programs successful.

The Bilingual School, founded in 1968, was a product of the civil rights movement in the United States and one key manifestation of that movement in New York City, the struggle for community control of schools.

The following senior capstone research project examines the issue of empowerment of Hispanic English Language Learners (ELLs). Through the construction of this literature review and through interviews with various specialists at a middle school level, the following were identified as issues that have impacted the ELL students: academic disparities, dropout rate, modified curriculum, cultural relevance and lack of motivation and aspiration. The result findings indicate that there is a need to implement culturally relevant curriculum and instructions along with language support that could facilitate and empower the ELL students for academic success.

This study utilizes a mixed-methods methodology to examine how a teacher evaluation system is influencing the instructional practices of bilingual teachers in a large urban district. An on-line survey was administered to examine the bilingual teachers’ perceptions of the evaluation system. A focus group of bilingual teachers was later conducted to further investigate the data gathered through the survey. Ajzen’s Theory of Planned Behavior (TPB) holds that behavior is based on behavioral intention, as well as attitudes, subjective (or social) norms, and perceived behavioral control. This quantitative, causal-comparative study examined the possible cause and effect relationship between educational programming, specifically one-way Spanish immersion and traditional English-only, and native English-speaking fifth graders' vocabulary and reading comprehension. Archival data was used to examine students' reading achievement as measured by the Iowa Assessment. Between-subjects multivariate analysis of variance (MANOVA) determined that no significant differences existed between the reading scores of students in the immersion and traditional program.
