Although many organizations offer free “beginning” English classes for adult refugees and immigrants in the U.S., most of these classes depend on written worksheets and other print materials – therefore requiring students to be familiar with the English alphabet in order to follow along. The lack of accessible beginning literacy classes for adult refugees and immigrants puts students with limited or interrupted formal education and those whose language(s) don’t use the roman alphabet at a stark disadvantage. The purposes of this study were to study the effect of oral reading-to-self on adult English Language Learners' oral fluency and their perception toward oral reading-to-self. This experimental study used a pretest-posttest design. The participants (N = 63) were recruited and randomly assigned to a control group (n = 30) and an experimental group (n = 33). The speaking test: Klomjit Lincoln Measure of Spoken English (KLMSE), developed by the researcher, was administered as both pre and posttest. The treatment was an assignment to read out loud-to-self. The following portfolio is a collection of work submitted for the Master of Second Language Teaching (MSLT) program at Utah State University. Within this portfolio is the author's personal philosophy on effective language teaching written with a college-level ESL classroom in mind. Following the teaching philosophy are different artifacts and reflections, all related to the philosophy on teaching, but separate in topic. The three artifacts demonstrate the author's understanding of the role of language, culture, and literacy in a second language classroom. Also included in this portfolio is an annotated bibliography containing the scholarly works which support the writings here.

A descriptive study of second language adults studying ESL at the beginning, intermediate, and advanced levels in a post-secondary academic program revealed that their oral reading fluency had a significant, low-to-moderate correlation with scores on a measure of silent reading comprehension. The correlation was slightly stronger for measures of accuracy than speed, and strongest for miscue ratio. The correlation increased as proficiency level increased. Among different first language groups, the correlation was highest for Hispanic learners, and lowest for Chinese. Furthermore, all fluency measures correlated better with a listening measure than with the silent reading comprehension measure. When a system …

The following list of principles is my attempt to share general recommendations to teachers of ESOL and/or limited literacy adults based on my specific practice running a bilingual family literacy program and confirmed by my more recent experience as a volunteer bilingual literacy teacher at the Asociación Latinoamericana (in Atlanta). Though I believe in bilingual classroom environments, I think the principles identified here are also pertinent to monolingual ESL environments.
