The purpose of this project was to create an elementary teacher's manual which explained the history and laws of bilingual education, first and second language development theories and approaches, bilingual education models and what research says about the various models. Proponents of English only/ Sheltered Instruction programs argue that immigrants and their descendents should assimilate to the customs and cultural norms of the United States as expeditiously as possible. American public schools are experiencing a dramatic rise in immigrant students. These "newcomer students" have unique needs. Providing "newcomer students" with a specialized, short term program allows them the gift of time as they make major adjustments to many new aspects of life in the United States. The purpose of this study was to develop a parental guide for teachers and administrators that will help them to organize and implement 10 effective parent meetings for the parents of kindergartners in a Dual Immersion Program. Seven schools in San Bernardino City Unified School District have the Dual Immersion program. Out of those seven schools, only one of them holds monthly parent meetings.

The author has designed a guidebook to accompany the State of California Department of Education's Coordinated Compliance Review Manual. The purpose of the guidebook is to provide English language learners' (ELL) coordinators the information needed to facilitate and achieve compliance with the State of California's rules, regulations and policies that will insure that ELL students' needs are being addressed and met. The design and method of the project are discussed.
