Many educational systems around the world insist on applying an English Only Policy (EOP) when teaching the English language at universities without addressing their contextual needs. With a shared history under the Soviet Union, the five Central Asian republics of Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan, and Uzbekistan have spent the past one hundred years dealing with quickly changing language policy and ethnic relations. Under the policy of the USSR, native languages of Central Asia were repressed, and Russian was introduced as the main language of interethnic communication. After they gained independence in 1991, however, each of the five countries embarked on missions to restore the strength of each of their national languages and de-Russify their political, economic, and educational systems. Immigrant families often view education as the pathway for upward mobility in the U.S. However, the location of schooling for children impacts the quality of the education they receive and their subsequent opportunities for assimilation and upward mobility. The segmented assimilation model does not explain assimilation fully because it ignores the impact of education for English Learning (EL) children. This dissertation integrates opportunity structure literature into the segmented assimilation framework by focusing on the education available to ELs in the location of settlement to examine possibilities for EL assimilation in a more holistic manner. This dissertation studies the linguistic landscape of the neighborhood of Sunset Park, in Brooklyn, New York by taking into account both a main commercial avenue and a public school with a dual language bilingual program in English and Spanish. Sunset Park is a multi-ethnic and immigrant neighborhood (Hum, 2014). While research has been done into the linguistic landscape of streets, cities, and communities, on the one hand, and about the linguistic landscape in education, on the other, the co-existence of these two in the same context has barely been studied (cf. The existing literature on international education in relation to language policy has suggested that internationalizing higher education (HE) does not ensure interculturality (Bash, 2009; Durant & Shepherd, 2009; Jenkins, 2014; Seidlhofer, 2011); the potential relationship between the internationalization of HE and language remains unclear (Jenkins, 2014; Meyer, Gekeler, Manger, & Urank, 2012; Saarinen, 2012). This thesis investigates the intertextuality of language policy, K-12 TESL pedagogies, and EL identity construction in the perpetuation of unjust TESL practices in these contexts. By examining the power structures of English language ideology through critical discourse analysis of recent California language policy, this thesis demonstrates English language teaching’s intrinsically political nature in K-12 education through negotiations and exchanges of power. Currently, sociolinguistic approaches to TESL and second language acquisition acknowledge the value of language socialization teaching methods. Although the Constitution did not declare English the official language of the United States, its complete linguistic dominance in such a linguistically diverse nation is unparalleled. Despite its supremacy, the last three decades have witnessed a renewed nationalistic movement that claims the role of English is threatened and that its establishment as the official language of the United States is crucial to protect the language and the unity of the nation.

This ethnographic multi-year study examines the effects of federal and state education policies in language-minority school children’s in Western Massachusetts. Specifically, it explores, how, in an increasingly English Only era, a Latina kindergarten teacher resists Massachusetts' restrictive bilingual education law at the same time that she builds on her students’ multi-ethnic identity. Methodologically, this study combines ethnographic and discourse analysis methods and techniques analyzing the curricular effects that the NCLB and the state of Massachusetts language policy have on an underperforming school serving a predominantly Latino/a population. This report advocates for my district's participation in the Illinois State Seal of Biliteracy Program, which became law in August, 2013. This program places value on developing bilingual or multilingual citizens. Through the demonstration of proficiency in English and one or more foreign languages, students can earn the State Seal of Biliteracy, which is recognized on high school diplomas and transcripts. Due to the inherent educational value of language study and the importance of developing cross-cultural 21st century skills, this report analyzed the educational, economic, social and political contexts within which the decision to participate in this program was made. …
