In September of 2017, Hurricane Maria hit the island of Puerto Rico, resulting in the displacement of 35,000 people to Central Florida. Consequently, approximately 4,000 displaced students were enrolled in Orange County Public Schools, one of the largest and most racially diverse school districts in both Florida and the United States. Displaced students did not receive the attention deserved leading to academic and psychological difficulties. This critical review recommends curricular best practices specific to displaced English Language Learner (ELL) students, including ELL specific approaches, technology-based approaches, and models for trauma-related care. With the increase of second language English learners in U.S. kindergarten through twelfth grade schools and the continued achievement gap between these students and English speaking students, educators and administrators need to develop, implement and support best practices for differentiation among English Language Learners. ELL students are often categorized as special education students while their only barrier to learning is language acquisition. This study explored what themes of best practices teachers report using in real classrooms to teach reading skills to ESL students across curricula. It examined teachers’ applications of the following five themes in their instruction as a regular routine described as best practices in the literature for teaching diverse students: (1) providing comprehensible input, (2) teaching learning strategies of metacognition to bridge the gap between school literacy practices and home literacy practices (3) lowering the affective filter, (4) implementing formative assessment, and (5) cooperating between teachers and ESL facilitators.
