English Learner (EL) students in American schools are becoming increasingly common, but there does not seem to be enough support for these students. This is causing EL students to fall behind in content areas such as reading (Richards-Tutor et al., 2016). The purpose of this study was to investigate what barriers are keeping EL students from succeeding in reading. When a student enters the public system and speaks a language other than English at home, this student becomes classified as an English Learner (EL). In order to reclassify out of that designation, a student must pass an English proficiency test at the end of the school year, as well as meet the other requirements for that specific district. If a student in the school system has an EL designation for more than seven years, they become classified a Long-Term English Learner (LTEL) student with very specific academic needs. English Language Learners (ELLs) struggle in many schools in the United States. Instructional leaders and their communities need greater understanding of the leadership practices of principals that can enhance the achievement of ELLs. The purpose of this qualitative exploratory case study was to examine the leadership practices that elementary principals used to increase the achievement of ELLs in their schools. The population of English Learners (ELs) continues to increase across the United States, and these students persistently perform below their native English-speaking peers in measures of academic achievement. Federal government leaders passed the Every Student Succeeds Act (ESSA) in 2015, which modified how state and local educational agencies identify, instruct, assess, and reclassify ELs and revised what funding EL programming could receive. In this multiphase study, I investigated how the macropolitics of federal and state policy became enacted in the micropolitics of a mid-sized school district in Kentucky. This study explored the perspectives of speech language pathologists and school psychologists, to identify the systemic challenges they identified that negatively impact how emerging bilingual students are referred, assessed, and identified for special education. This qualitative study used semi-structured interviews with 6 speech language pathologists and 6 school psychologists (n=12) to explore these challenges and barriers, as well as to look at the systems of belief present on campuses, that impact this process. Using a systems thinking framework and detailed inductive analysis of the data many themes emerged related to barriers such as difficulty finding an interpreter and ensuring that …
