This research seeks to explore the interpretation and application of Participatory Monitoring and Evaluation (PM&E) in the context of Educational Empowerment by analyzing insights gathered from multiple stakeholder groups in four cities of Pakistan, Islamabad, Lahore, Quetta, and Peshawar. Analysis of the findings reveals nuances of PM&E, including “Equality and Equity, Respect and Tolerance” (pg. 58-61) that limit the potential of this transdisciplinary empowerment process. Empowerment and educational programs often employ the continuous processes of Monitoring and Evaluation (M&E) to gain an understanding of the implementation, efficiency, impact, and overall performance of the program. In this paper, I examine the role that cross-cultural language study plays in the lives of three Capetonians in order to explore its capacity to foster empathy between people of different backgrounds. Framed in the context of South African history and modern academic discourse around language use in educational and public spaces in the country, I present the stories of my three interviewees and analyze particular experiences that they relayed in order to trace trends of empathy and understanding through their language use.

In an effort to do this, I have created the Traditions And Proficiency Abroad - Spain (TAPAS) Program for Community High School District 128 in Illinois. The concept of intercultural education is present in many countries worldwide: it’s the idea of learning through the lenses of more than one culture, not just the Western or dominant one. In Chile, intercultural education is most commonly associated with the mapuche, the largest indigenous group in Chile. Since 1993, Chile has had a federal Bilingual Intercultural Education program (EIB). However, almost all of the implementation is left up to individual schools.
