English language learners (ELL) represent the fastest growing population of learners in our schools. A substantial and continuing education achievement gap exists between ELLs and English speaking students and an alarmingly disproportionate number of ELL students contribute to the dropout rate. As educators, it is imperative that we provide educational programs to help reduce the achievement gap. All students deserve an education that will enable them to be productive citizens and that will provide them with the skills needed to enter either a career or an institution of continuing education upon graduation. Interviews with bilingual teachers, focus groups with general education teachers, and surveys translated into Spanish for the bilingual parents at a small kindergarten through eighth grade school in a northern suburb of a large Midwestern city reveal the thoughts, concerns and excitement about the addition of a bilingual program to the school. This study outlines the need to diversify the school of study and identifies concerns each stakeholder group has about the transition of bilingual students and families to a new school as well as possible solutions to the concerns. This report advocates for my district's participation in the Illinois State Seal of Biliteracy Program, which became law in August, 2013. This program places value on developing bilingual or multilingual citizens. Through the demonstration of proficiency in English and one or more foreign languages, students can earn the State Seal of Biliteracy, which is recognized on high school diplomas and transcripts.
