There is a long history in this country of language oppression that has led to policies currently in place that affect the way educators are asked to teach. Therefore, educators must understand national and local language policy to know how it affects their students and how they can perform their duties as educators. Even though the U.S. does not have an official language, states have enacted language policies through court decisions and legislation. 2020 marks the 45th year anniversary of the Southeast Asian American (SEAA) experience, starting with the first wave of refugees who fled Cambodia, Laos, and Viet Nam as a result of American occupation and wars throughout the region. Collectively, this community is the largest community of refugees ever to be resettled in America. Yet despite four decades in this country, Southeast Asian Americans continue to face disparate challenges like other low-income, immigrant, refugee, communities of color — ranging from poverty, to educational inequity, health disparities, and harsh immigration policies. Critical Period Controversies For Second Language Acquisition: Implications For Language Teaching, Randy Lucio

It was proposed by Eric Lenneberg (1967) in Biological Foundations of Language that implicit first language (L1) acquisition was only possible during a critical period (CP) spanning from infancy to puberty. The critical period hypothesis (CPH) has since been a topic of controversy among L1 and second language (L2) scholars, whose studies have produced varying results that argue for and against a CP. It is suggested in this paper, however, that these often-varying results offer important insight that can serve to inform current and future L2 educational policy and instruction within K-12 education in the U.S. Thus, it is imperative …

Thurgood Marshall Academic High School, located in San Francisco’s Bayview, Hunters Point, scored the third lowest in the most recent Academic Performance Index (API) Report. Based on the median household income, the Bayview is a low-income community and according to San Francisco data, is a high crime neighborhood. The odds are against Marshall to provide exceptional service to their students, but it once did. In 2001, Marshall had the highest college-going rate in the San Francisco Unified School District (SFUSD). Today, only 20% of its student body would be considered college ready. The larger frame of this study contributes to the literature that examines how educators negotiate, contest, appropriate, and reconstruct federal and state-level policy in their classrooms. More specifically, the study contributes to the field of language education policy, and in particular to how educators make sense of, and implement, English Language Development (ELD) Standards. I focus on WIDA ELD Standards, as they are currently in use in 42 U.S. states, territories, and federal agencies as well as more than 500 international schools throughout the world. Globalization, advances in communication technology, and growing international contact have resulted in increased interconnection of populations from different social, ethnic, and cultural groups. Intercultural competency skills such as intercultural understanding and communication are now necessary requirements to function in culturally diverse communities, workplaces, and society. Adolescence has been identified as an opportune developmental stage for interventions aimed at improving intergroup attitudes. This study conducted pre- and post-program surveys with 313 U.S. students ages 10 to 17 to examine if participation in an intercultural global virtual exchange impacted attitudes of intercultural awareness, intercultural sensitivity, and perspective-taking. Northwest Arkansas is home to nine public charter schools, with plans to open a new charter school for the 2020-21 school year. These schools, which serve unique missions, are some of the most highly ranked schools in the State of Arkansas. While critics argue that public charter schools segregate based on race or academic ability, national evidence finds that these claims are highly context specific. What conclusions can we draw about northwest Arkansas charter schools based on enrollment trends in recent years?

This report examines trends in high school graduation rates for the state of Arkansas. Graduation rates are evaluated at the school level for students overall and for students who face economic disadvantages. Earlier research by the Office for Education Policy (2014) found that larger high schools and schools serving more economically-disadvantaged students have lower graduation rates. We update the report by examining graduation rate trends across the five-year period of 2013-14 through 2017-18. We consider the relationship between graduation rate and variables of interest including school-level indicators of geographic region, achievement in literacy and math, proportion of racial minority and …

The New Debt Peonage In The Era Of Mass Incarceration, Timothy Black, Lacey Caporale

In 1867, Congress passed legislation that forbid the practices of debt peonage. However, the law was circumvented after the period of Reconstruction in the south and debt peonage became central to the expansion of southern agriculture through sharecropping and industrialization through convict leasing, practices that forced debtors into new forms of coerced labor. Debt peonage was presumable ended in the 1940s by the Justice Department. But was it? The era of mass incarceration has institutionalized a new form of debt peonage through which racialized poverty is governed, mechanisms of social control are reconstituted, and freedom is circumscribed. This ethnography looks at themes of Indigeneity and activism as it exists in the everyday realities of young people living in or around the Navajo reservation in the southwest United States. Through work-related projects of hogan construction, land reclamation, watershed management, and language restoration Navajo youth are given opportunities to take control of their present circumstances and imagine a different future for themselves and their families. Besides work, youth and activism are constituted through other mediums and spaces that allow people to express who they are, what they care about, and why these things are important to them.
