English Learner (EL) students in American schools are becoming increasingly common, but there does not seem to be enough support for these students. This is causing EL students to fall behind in content areas such as reading (Richards-Tutor et al., 2016). The purpose of this study was to investigate what barriers are keeping EL students from succeeding in reading. The population of English Learners (ELs) continues to increase across the United States, and these students persistently perform below their native English-speaking peers in measures of academic achievement. Federal government leaders passed the Every Student Succeeds Act (ESSA) in 2015, which modified how state and local educational agencies identify, instruct, assess, and reclassify ELs and revised what funding EL programming could receive. In this multiphase study, I investigated how the macropolitics of federal and state policy became enacted in the micropolitics of a mid-sized school district in Kentucky. The purpose of this research was to investigate the current levels of intercultural communication competence in fourth and fifth grade English Learners through narrative text composition within the researcher's English Learner classroom environment. This mixed-methods research was conducted as a response to the need for curriculum changes in preparing EL pre-service educators within the higher education system to become more proficient in the implementation of intercultural communication pedagogy. This project’s goal is to promote and improve the mathematical literacy of fourth-grade Hispanic/Latino and English learners through the use of a graphic mathematical mediated structure. Current California Common Core data finds fourth-grade Hispanic/Latino and English learners significantly behind White and Asian students in mathematics, especially in understanding written word problems.

Research supports the assumption that as a tool, a graphic mathematical mediated structure could: 1) foster conceptual understanding; 2) build content terminology; 3) allow students opportunities to justify their solutions; 4) integrate writing in math; and 5) provide a platform for discourse.
