This chapter provides practical advice and reasons for school leaders to support students' intellectual freedom through their support of school libraries and school librarians. The chapter begins with a short but critical literature review that includes case law on the topic of censorship in schools. The concerns of teachers and librarians from a recent study are summarized and help build the foundation for practical and ready to use advice for any school leaders to uphold the intellectual freedom of all students.

Teacher leaders are valuable members of the school community. However, there is little existing research that explores how teacher leaders shape and enact their roles. In this article we explore how teacher leaders come to understand their role, as well as how principals and other school colleagues interact with teacher leaders and the ways in which those interactions support teacher leader role development. These findings have significant implications in helping us understand how to help teacher leaders develop in their role and the ways in which leaders can foster teacher leadership growth.

Secondary health education teachers (SHETs) have noted deficiencies in opportunities for professional development and learning (PDL) in their content area. The purpose of the study was to explore SHETs’ perspectives of PDL in Central Virginia. Thirteen middle (n=7) and high school (n=6) SHETs volunteered for this research. A qualitative case study was framed by social constructionism and data collection included interviews, focus groups, and document analysis. The data was analyzed through an inductive and thematic analysis process. SHETs identified opportunities and constraints for school wide and outside PDL. Australia was one of nine countries and economies to participate in the 2018 TALIS-PISA link study, together with Cuidad Autónoma de Buenos Aires (Argentina), Colombia, the Czech Republic, Denmark, Georgia, Malta, Turkey and Viet Nam. This study involved coordinating the samples of schools that participated in the Program of International Student Assessment (PISA, a study of the performance of 15-year-old students) and the Teaching and Learning International Survey (TALIS, a study that surveys teachers and principals in lower secondary schools) in 2018. Dr. Yanira Oliveras-Ortiz examines the role of school administrators as instructional coaches. In this quantitative study, which is part of larger study, she analyzed the perceptions of 198 teachers about their administrators’ capacity to be instructional coaches as well as the level of trust teachers have on their administrators to serve as evaluators and instructional coaches.

Dr. Oliveras-Ortiz describes principals' view of changing classroom environments because of the state of Texas Assessments of Academic Readiness tests. Further, she shares instructional leadership viewpoints of campus principals and proponents and opponents of high-stakes testing. The Ohio Teacher Evaluation System (OTES) was first implemented during the 2013-14 school term. This study examined principals’ dispositions at the end of this school term. Findings revealed several major concerns. The most prominent were (a) not having sufficient time to implement the program properly, (b) basing a teacher’s performance heavily on student value-added data, and (c) being required to assist teachers in developing their annual improvement plans. Three independent variables, teaching experience, administrative experience, and level of school assignment, were found to have only a low level of association with principal dispositions. Implementation Of Professional Learning Standards In Georgia Schools: An Examination Of The Current Reality, Mary M. Chandler, Tak Cheung Chan

Professional learning is considered important for improving teacher quality and for development of organizational capacity to boost school improvement for student learning. This mixed methodology study examines the implementation of the National Staff Development Council Standards (NSDC) in professional learning in Georgia schools through the NSDC Standards Assessment Instrument and six open-ended follow-up questions. The findings suggest that teachers in Georgia did not perceive that professional learning holds a high priority by their school leaders, state legislators, and key policy makers. However, they rated their effort toward context and content areas of professional learning to be above average.

This study is a content analysis of selected federally funded leadership preparation program evaluation proposals for the 2008, 2009, and 2010 School Leadership Program grants. The United States Department of Education (USDE) began awarding funding in 2002 to develop and implement preparation programs for aspiring and current assistant principals and principals. These innovative leadership preparation programs are expected to influence school leaders in a way that enables them to positively impact student achievement and the schools they serve. In the wake of institutionalized homophobia afflicting public schools, the nation faces a unique opportunity to acknowledge and transform the assumption that all people are or should be heterosexual and gender-conforming. In this article, the author examines how people, as a nation, can reform schools to be more inclusive of diverse student identities, such as queer, by transforming educational policy to include the voices of marginalized youth. She begins by first describing federal legislation that excludes the protection of queer youth, subjecting millions of children to exploitation, humiliation, and condemnation within classrooms across the nation. Though women are increasingly breaking the glass ceiling into the position of school superintendent, the profession continues to be predominately occupied by men. More historical biographs of successful female superintendents may encourage women to pursue the role. To that end, this study examined the impact of a progressive-era trailblazer for women in educational leadership, Susan Miller Dorsey, superintendent of Los Angeles City Schools from 1920 to 1929. Two critical questions were addressed: What factors influenced Dorsey? Can her experiences in administration reveal any critical influences for present-day female teachers who pursue administrative positions?

This article looks at urban education through the vantage point of Chicago's mayors. It begins with Carter H. Harrison II (who served from 1897 to 1905 and again from 1911 to 1915) and ends with Richard M. Daley (1989 to the present), with most of the focus on four long-serving mayors: William Hale Thompson (1915--23 and 1927--31), Edward Kelly (1933--47), Richard J. Daley (1955--76), and Harold Washington (1983--87). In this interpretive analysis elucidating fundamental tensions of the implementation of the 2001 No Child Left Behind (NCLB) Act within Native-serving schools, we point to ways in which NCLB further limits the already contested sovereignty tribes exercise over how, and in what language their children are instructed. We discuss issues related to the self-determination exercised by schools, some problematic cultural assumptions inherent in the NCLB law, and the legal tension between NCLB and the 1990/1992 Native American Languages Act. These are: the developing of wholesome and well-adjusted personalities, the forming of habits of mutual helpfulness and cooperation and the furthering of conditions within the school which will encourage intelligent behavior of members of a democratic society.
