Rural healthcare has often lagged when compared to those in suburban areas and inner cities. Rural healthcare has often been less effective, lower in quality, and not as accessible. Access to healthcare has been a key factor in life quality and quantity for all. Utilizing a mixed-methods approach, qualitative and quantitative data was collected and analyzed which included the community health needs assessment (CHNA) data from the rural county (RC) and a double-blind survey distributed to organizational members by the partnering organization, the rural hospital (RH). Kentucky public charter school law was introduced in 2017, the purpose of the new innovative schools were to close the achievement gap among the education system within the state. Charter schools are new-age schools that have a smaller class size, use differentiated instructional strategies that integrate technology to promote engagement, which in turn increases student growth and success. Advantages of charter schools within other states include differentiated environment, culture, and performance. This Organizational Improvement Plan (OIP) addresses the problem of practice (PoP) of how leaders in the International School of Central Eastern Europe (a pseudonym) elementary school might foster and sustain a cognitively diverse and inclusive learning culture that promotes innovative and agile thinking. The plan is theory-based, research-informed, and looks to transfer learning into practice. The well-respected Buffalo State College International Center for Studies in Creativity (ICSC) offers undergraduate and graduate degrees in face-to-face and online formats but has taught its online courses using predominantly traditional design formats. For their master’s degree project, graduate students David Yates and Dylan Gafarian hoped to lead the department in a new direction by creating and teaching an online game version of CRS 559--Principles in Creative Problem Solving, which is the first course in both the Certificate and Master’s Degree in Creativity and Change Leadership. Wamba (2012) said, “...literacy education plays an important role in moving people out of poverty toward greater self-sufficiency post-graduation” (p. 109). Nearly 47% of first-time California community college students are enrolled in remedial English coursework (Student Success, 2015). Further, California high school dropout rates are at 11% due to “school-related reasons…implying a lack of engagement and lack of perceived relevance” in curriculum (Gottfried & Plasman, 2017, p. 30). Since traditional principal preparation programs were scrutinized for inadequately training 21st century principals, alternative principal programs were designed to prepare principals to improve the US educational system and student achievement. One particular innovative program, the Daly Leadership Program, was collaboratively developed between the Pintler School District and the Intrepid University. The Daly Leadership Program was not only designed to balance leadership theory and practice, but also to produce transformative leaders capable of to navigating a moral dimension and promoting second order change.
