Postsecondary degree-granting institutions recognize that students lack necessary academic skills, but the characteristics of this at-risk population have not been as clearly identified. As well, the value of remedial programs that serve this at-risk population need to be investigated.

The author has designed a guidebook to accompany the State of California Department of Education's Coordinated Compliance Review Manual. The purpose of the guidebook is to provide English language learners' (ELL) coordinators the information needed to facilitate and achieve compliance with the State of California's rules, regulations and policies that will insure that ELL students' needs are being addressed and met. The design and method of the project are discussed.

Critics of distance education frequently assert that completion rates are lower in distance education courses than in traditional courses. Such criticism comes despite sparse and inconclusive research on completion rates for distance and traditional education courses. This article reviews some of the existing research and then describes some of the caveats and complexities in comparing completion rates in traditional and distance education. Analysis reveals that numerous factors make comparison between these two formats difficult, if not impossible. Problems include limitations in the research design itself, differences in student demographics, and inconsistent methods of calculating and reporting completion. After exploring these …

Problem. The purposes of this study were to determine the extent to which primary school teachers were implementing the Continuous Assessment Program (CAP) and to examine personal and institutional factors that may be related to the implementation of the program.

Method. A questionnaire designed to measure degree of implementation and attitude toward the Continuous Assessment Program was administered to a stratified random sample of 600 Grade 1 to Grade 7 teachers from 54 schools. Personnel from the National Curriculum Center (NCC) delivered and collected the questionnaires from each school. Completed questionnaires were then forwarded to the researcher. Data were coded …

The purpose of the study was to investigate the construct validity of the two instruments measuring readiness in Situational Leadership: the Readiness Scales--Manager Rating Form and Staff Member Rating Form--developed by Hambleton, Blanchard, and Hersey (1977). The study examined the relationships between readiness and achievement motivation, and between readiness and faculty education and work experience. The study also explored the concurrent validity of the two instruments measuring McClelland's (1961) achievement motivation: The Achievement Orientation Scale and The NachNaff Scale. A sample of corporate instructional designers and professors of instructional design completed the "Corporate Instructional Design Scale." The data yielded information on the extent of agreement that descriptive statements identified conventionally and systematically designed instruction.

Descriptive and asymmetric log linear (statistical) analyses were conducted. In the asymmetric log linear analyses, the extent of agreement was used as the dependent variable. The purpose of this study was to investigate an instrument, the Cross-cultural Understandings in Multicultural Education (CUME) Assessment, which was devised to measure third grade students' understandings of selected crosscultural/ multicultural concepts. These concepts were derived from a cultural anthropological perspective of human similarities and differences.

Procedures. The study examined the reliability and validity of the CUME Assessment, a multiple-choice, domain referenced test consisting of twenty-one items based on seven instructional objectives. The problem was to determine whether significant relationships exist in the attitudes of eighth-grade teachers, their principals, and their superintendents toward minimum competency testing in Tennessee. Literature was reviewed in order to determine the problems associated with the implementation of a minimum competency testing program. In order to gain a more comprehensive understanding of the complexities which constitute an effective teacher and promote a positive learning climate, a field study methodology was employed to develop an evaluative instrument and to gain descriptive data.

For the purpose of developing an instrument to describe and measure effective teachers, 24 actual learning sessions (classes) were observed, extensive notes taken, and tape recordings were made in order to isolate and describe the behaviors which seemed critical to the situation being studied.
