The Heyneman-Loxley effect (1982, 1983) refers to an effect moderating the degree to which school quality affects student achievement. This moderating effect was found to relate to a country’s economic productivity. More specifically,the effect is one in which school quality has a greater impact on student achievement in countries that are less developed economically than in countries that are more highly developed. This article presents a reexamination of this effect using hierarchical linear modeling (HLM) analyses of data for 21 European countries that participated in the Trends in International Mathematics and Science Study (TIMSS) in 2003. Today’s literature is filled with new paradigms for learning, specifically in relation to the increasing adoption of computer-mediated techniques for interactive learning. In many cases, learning may now be enhanced through the experience of a shared online environment for critical discussion, knowledge building and the establishment of supportive social communities. Research data obtained from social science students at Southern Cross University over two semesters reveals students’ perceptions of the importance of online discussion whether these are assessable or not. This paper presents some findings and explores the impact of the emergence of a student-centred social learning environment.

The drive to find appropriate ways to integrate online technologies into assessment has come about within Australian higher education as a consequence of widely held aspirations to remain competitive in the global marketplace. An action research initiative at Southern Cross University reported in this paper suggests both extrinsic and intrinsic reasons why academics considering online assessment may or may not follow through with immediate implementation. More specifically, a crossdisciplinary action learning set in the case study presented has shown benefits in approaching educational design as a cyclical, collegial, creative and reflexive process for planning, implementing and evaluating online assessment.

This paper reports on interviews conducted with academic “peak performers” as well as some educational design practitioners about the current practices of designing for online assessment. This report is a culmination of the research and projection work previously completed for the Victorian Higher Education Expert Panel by ACER. The current report examines the components that will contribute to the higher education attainment numbers forecast for Victoria. Specifically, it looks at two main components; Victorian university graduates (with sub-components comprising domestic and international students) and university qualified people who obtained their degree outside of Australia. The estimates pertaining to Victorian university graduates have been converted into forecasts of commencement and completion numbers deemed necessary to meet the national attainment target by 2025. International students in USA universities have higher levels of engagement with their institution when compared to international students enrolled in Australasian universities. ❚ The largest difference between USA and Australian international students was related to student and staff interactions. ❚ The growth in engagement with their institution between first and later year students among the international cohort is more prominent among those enrolled in USA than those in Australia or New Zealand. ❚ Among Australasian higher education students the international student group on average have higher levels of engagement than domestic students. ❚ When compared cross-nationally, the engagement score difference …

Sampling is at the core of data collection, and a plethora of techniques and procedures have been described in the literature. Opinion polls and social science surveying are at the forefront of research and practical applications in this context. Despite a multitude of handbook articles and much rarer textbook chapters the lege artis sampling of participants of psychological research remains a neglected topic. Amongst psychologists, common sense convictions about the importance of the sampling topic range from implicitly declaring the question irrelevant for the discipline to accepting as sound science only studies that employ a rigid probability sampling approach.

This report presents the findings from the National Assessment Program –ICT literacy assessment conducted in 2008 under the auspices of the national council of education ministers, the Ministerial Council for Education, Early Childhood Development and Youth Affairs (MCEECDYA). National samples of Year 6 and Year 10 students were assessed to determine their levels of confidence, creativity and skill development in the use of information and communication technologies. The 2009 IEA study of civic and citizenship education (ICCS), conducted in 38 countries around the world, built on the previous IEA studies of civic education, but took place in a context characterized by significant societal change, including the rapid development of new communication technologies, increased movement of people between countries, and the growth of supranational organizations. The data gathered from more than 140,000 students and 62,000 teachers in over 5,300 schools during the course of the study offers information that countries and education systems worldwide can use to inform and improve policy and practice in civic and citizenship education. …
