The purpose of this dissertation was to understand the financial aid personnel’s perspective on the impacts of middle-income student loan borrowing. Student loan borrowing is a concern for many due to the current debt reaching extraordinary amounts. This research explored the impacts specifically on middle-income students as opposed to low- or high-income students. Middle-income, for the purposes of this research, was defined as students who are above the threshold for need-based aid, but still have a remaining need. The purpose of this quantitative study was to determine to what extent the undergraduate students from low socioeconomic and minoritized backgrounds are targeted by financial aid verification at Rowan University, as well as explore whether being selected for verification impacts students' cumulative grade point average (GPA) and first-year retention rate compared to students who are not selected. Analyses included frequencies and crosstabulations of the total undergraduate, degree/certificate-seeking student population (N = 15,976) and first-year, full-time student population enrolled for the Fall 2018 semester at Rowan University (N = 2,871). Understanding the link between financial aid and college attainment is particularly important for the Federal Pell Grant program, the nation’s largest financial aid program. Many studies have shown that the Pell Grant program increases retention, persistence, and graduation rates for undergraduate students (Castleman & Long, 2016; Evans & Nguyen, 2019). Nonetheless, 80% of Pell recipients do not go on to complete a college degree within four years (Goldrick-Rab et al., 2016). There is an undeniable fact that enrollment management efforts on academic campuses have become an integral part of campus finance and the backbone of accreditation. Many Historically Black Colleges and Universities (HBCUs) are on the verge of collapsing and even losing their accreditations due to low enrollment, a decline that has been observed in recent decades.

Latina students face numerous barriers within the financial aid application process that impact the success rates of their higher education attainment. The financial aid application process is initiated through the completion of the Free Application for Federal Student Aid (FAFSA). In 2008, Arkansas citizens overwhelmingly supported a referendum to legalize a state-run lottery to support college scholarships. The Arkansas General Assembly passed a law in 2009 that detailed administration and procedures of the lottery, and students first received scholarships (branded as the Academic Challenge Scholarship) in fall 2010. The program was largely modeled after other state-run scholarships with two major exceptions: policy makers intentionally established lower eligibility requirements and included adult students. This study measured the impact of the state lottery funded Academic Challenge Scholarship on adult college choice and completion. The climate in college admissions is more competitive than ever, making understanding the college choice factors that contribute to a student’s enrollment decision increasingly important. Using admitted student data from a liberal arts institution in the northeast for fall 2008 to fall 2011, and after controlling for student preparedness, government financial aid awards, student and family characteristics, and student level of interest, I examine the relationship between (1) institutional financial aid variables, (2) a dummy variable of being test optional in the admissions process or not, and (3) the interaction between the two.

The purpose of this research study was to examine the relationship between financial aid and three aspects of students' first-year experience: grade point averages, persistence, and housing decisions. Analyses from data obtained from one public four-year institution in the Midwest found few differences in grade point averages, persistence, and housing decisions between students who received financial aid and those who did not. However, when examining the dependent variables among students who received different types of financial aid, several significant differences were found. The purpose of this study was to determine the extent to which enrollment management models have been successfully implemented within the 28 Florida community colleges. The study also sought to determine when enrollment management structures began and whether expected benefits were achieved. Analysis of the data collected in this study indicated the following five major findings. First, enrollment management concepts and practices have been implemented at some level within the 23 Florida community colleges surveyed.
