Objective: In this qualitative study, we explored why students in a free community college environment in Tennessee chose not to enroll in college or dropped out of college shortly after enrolling. Methods: We conducted 27 in-depth interviews with individuals who were eligible for the Tennessee Promise. Perna’s (2006) conceptual model for college access and choice guided our analysis. We analyzed data using a three-tier approach, which included open/emergent coding, followed by a priori/theoretical analysis. Results: We identified 15 emergent themes common among interview participants, which we then categorized into the four constructs of Perna’s model. Conclusions: …

The purpose of this dissertation was to understand the financial aid personnel’s perspective on the impacts of middle-income student loan borrowing. Student loan borrowing is a concern for many due to the current debt reaching extraordinary amounts. This research explored the impacts specifically on middle-income students as opposed to low- or high-income students. The purpose of this quantitative study was to determine to what extent the undergraduate students from low socioeconomic and minoritized backgrounds are targeted by financial aid verification at Rowan University, as well as explore whether being selected for verification impacts students' cumulative grade point average (GPA) and first-year retention rate compared to students who are not selected. Analyses included frequencies and crosstabulations of the total undergraduate, degree/certificate-seeking student population (N = 15,976) and first-year, full-time student population enrolled for the Fall 2018 semester at Rowan University (N = 2,871). Results indicated minority students had a +12.7-percentage point gap to being …

Understanding the link between financial aid and college attainment is particularly important for the Federal Pell Grant program, the nation’s largest financial aid program. Many studies have shown that the Pell Grant program increases retention, persistence, and graduation rates for undergraduate students (Castleman & Long, 2016; Evans & Nguyen, 2019). Nonetheless, 80% of Pell recipients do not go on to complete a college degree within four years (Goldrick-Rab et al., 2016). Many Historically Black Colleges and Universities (HBCUs) are on the verge of collapsing and even losing their accreditations due to low enrollment, a decline that has been observed in recent decades.

Latina students face numerous barriers within the financial aid application process that impact the success rates of their higher education attainment. The financial aid application process is initiated through the completion of the Free Application for Federal Student Aid (FAFSA). In 2008, Arkansas citizens overwhelmingly supported a referendum to legalize a state-run lottery to support college scholarships. The Arkansas General Assembly passed a law in 2009 that detailed administration and procedures of the lottery, and students first received scholarships (branded as the Academic Challenge Scholarship) in fall 2010. The program was largely modeled after other state-run scholarships with two major exceptions: policy makers intentionally established lower eligibility requirements and included adult students. This study measured the impact of the state lottery funded Academic Challenge Scholarship on adult college choice and completion. Access to education has been at the forefront of public policy issues over the past several years. In order to combat relatively low rates of college attainment, Tennessee legislators implemented the Tennessee Promise program. It operates by providing financial aid for any direct costs not covered by students’ grants and scholarships. This study presents a quantitative, exploratory analysis of 535 students attending Truckee Meadows Community College in Northern Nevada who were eligible or ineligible for federal student aid and were non-U.S. citizens. Within a snapshot of the Fall 2015 through Fall 2016 semesters, we examined the variables of gender, grade point average (GPA), credits earned, type of financial aid, amount of financial aid, persistence, and graduation status of these two groups via a collaboration between two institutions. Results revealed no statistically significant differences by gender. Non-U.S. citizens attained similar GPAs regardless of eligibility for aid, but there were differences in credit …

This research study examined the relationship between persistence to graduation within six years and selected variables including financial aid awarded, high school GPA, ACT composite scores, SAT combined scores, and first-year first-semester GPA. It is well documented in research literature that high school preparation, college entrance examinations, and freshman year academic performance play a significant role in degree completion; however, studies on the impact of financial aid have not been as abundant. The climate in college admissions is more competitive than ever, making understanding the college choice factors that contribute to a student’s enrollment decision increasingly important. Using admitted student data from a liberal arts institution in the northeast for fall 2008 to fall 2011, and after controlling for student preparedness, government financial aid awards, student and family characteristics, and student level of interest, I examine the relationship between (1) institutional financial aid variables, (2) a dummy variable of being test optional in the admissions process or not, and (3) the interaction between the two.

The purpose of this phenomenological study was to explore the lifeworlds of low-income, single student mothers in two contrasting welfare regimes, the United States and Germany, to understand how their individual experiences as students and as mothers at the micro-level were shaped by policies regarding childcare and financial support at the macro-level.
