Trust Planning And The Washington State Capital Gains Tax, Jadrian M. Coppieters

On April 25, 2021, the Washington state legislature enacted a new state capital gains tax. Prior to the enactment of the new state capital gains tax, Washington had been one of the few states that did not impose a tax on either income or capital gains. The limitations imposed by the Washington state constitution have forced the legislature to characterize the tax as an excise tax, rather than treat it as an income tax as would the federal government and every other state. Accreditation for universities and colleges is a milestone achievement. Failing an accreditation review can have a dire impact on an institution. A successful accreditation process should be a major goal of all involved at the institution, as it brings with it a validation of that institution. The academic library is included in accreditation reviews, so library personnel should plan to succeed in the process. The purpose of this article is to investigate whether such planning is evident or explicit in the mission and planning documents of nine academic libraries in Washington State.

History Faculty Scholarship
Historical scholarship on the normal schools in the late 19th and early 20th centuries has emphasized the curricular goals of these state-funded institutions. Yet the afterschool clubs at these institutions also held great importance in the lives of budding educators, both immediately and in the course of their careers. An examination of the two major types of groups that students were involved in—literary societies and service associations, both of which Washington State's three normal schools expected and sometimes required their enrollees to join—reveals several predictable and unpredictable immediate and long-term results.

The time has come when every elementary-school teacher should be a college graduate. This could be accomplished immediately following the war if each state should require a college education as a prerequisite to the certification of newly trained teachers. When the standards for the education of teachers and for initial certification are raised to this level, the standards of school service will automatically reach an appropriate level. It is hoped that the public (parents) will soon rise up and demand this degree of professional respectability of the teachers of their children.

The work on the emergency nursery school program in Washington started on January 6, 1934, in the State Department of Education. The purposes of the program as outlined by the state supervisor are pertinent here. (1) To serve the emergency needs of preschool children and their parents who are suffering from current social and economic difficulties.
