Working in a research collaborative between Denver Public Schools and the University of Colorado Denver, the authors selected Bruce Randolph High School (BRHS) as a case study because of its growth on state academic achievement tests and because of its multilingual learners. After a difficult beginning, BRHS has established an inclusive culture of expectation for learning and community participation, a reciprocal instructional culture emphasizing instructional coaching and continuous improvement, a strong emphasis on language development and literacy across the curriculum, and interventions to prevent course failure. As higher education costs rise, many communities have begun to adopt their own financial aid strategy: place-based scholarships for students graduating from the local school district. In this paper, we examine the benefits and costs of the Kalamazoo Promise, one of the more universal and more generous place-based scholarships. Building upon estimates of the program's heterogeneous effects on degree attainment, scholarship cost data, and projections of future earnings by education, we examine the Promise’s benefit-cost ratios for students differentiated by income, race, and gender. Although the average rate of return of the program is 11 percent, rates of return vary …

Since the educational experiences of Aboriginal Australians are often framed from a ‘deficit’ perspective, whereby the failures of Indigenous people to engage with the mainstream educational system are seen as the ‘problem’, an alternative approach to Indigenous early childhood education discourse is preferable. This alternative approach highlights the strengths that many Aboriginal children possess when commencing school, strengths that may result from Indigenous child-rearing practices. Consequently, this literature review utilises a strengths-based perspective for Aboriginal early childhood education and school readiness, noting that Aboriginal children are frequently expected to adapt to a foreign educational system whereby school expectations differ from …

Contraction of educational systems can be a policy response to shrinking school-age cohorts. In China, fertility decline and unprecedented population outmigration have eroded school-aged populations in some rural communities, and a national policy to consolidate educational infrastructure in sparsely-populated rural districts was implemented in the early 2000s. This paper capitalizes on a unique household and village economic survey implemented in 2011 among households in 751 villages across 7 provinces in western China that collected information about primary school closures. 217 villages had school closures after 1999. We analyze impact on educational attainment with a difference-in-difference identification strategy by exploiting the …

Whenever multiple observers provide ratings, even of the same performance,
inter-rater variation is prevalent. The resulting ‘idiosyncratic rater variance’ is considered
to be unusable error of measurement in psychometric models and is a threat to the
defensibility of our assessments. Prior studies of inter-rater variation in clinical assessments
have used open response formats to gather raters’ comments and justifications. This
design choice allows participants to use idiosyncratic response styles that could result in a
distorted representation of the underlying rater cognition and skew subsequent analyses. In

Mathematics is central in school curricula around the world, yet outcomes are mixed at best. This is true both in relation to attitudes expressed towards mathematics, and in relation to observed assessment outcomes, showing how poorly individuals are prepared to use mathematics in a world in which the ability to do so is of increasing importance. Why? This essay uses some mathematics outcomes from the Programme for International Student Assessment (PISA) 2012 to seek explanations and possible ways forward. The main message is that negative outcomes of school mathematics arise for a variety of reasons, and they can be reversed …
